ADJOURNMENT Page 1 of 4 The Williamsburg Public Art Council met at 3:30 pm, Monday, June 26, 2023, in room 127 at the Stryker Center, 412 N Boundary Street, Williamsburg, Virginia. WPAC members present: Robert Currie (Chair), Patricia Rublein (Vice-Chair), Barbara Ramsey (remote), Rachel Trichler, Harold Philipsen Connor Sokolowsky arrived at 3:34 pm. WPAC members absent: Sally Wolfe and Scott Spence Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Economic Development Administrative Coordinator) I. Call to Order Mr. Currie called the meeting to order at 3:31 pm. II. Electronic Participation Request a. Consideration and Approval of Remote Participation Request from WPAC Member Barbara Ramsey Mr. Philipsen made a motion to approve the remote participation request from Ms. Ramsey for the June 26, 2023, WPAC meeting. Seconded by Ms. Trichler. All approved. III. Approval of Minutes a. May 22, 2023 – WPAC Minutes Mr. Currie made a motion to approve the May Minutes. Seconded by Ms. Ramsey. Approved by Mr. Currie, Mr. Philipsen, Ms. Ramsey, Ms. Rublein, and Ms. Trichler. Abstained by Mr. Dent. IV. Chair’s Report a. Branded Arts Update Mr. Currie reported that Warren Brand with Branded Arts informed him that Diogo Machado (Add Fuel) is unavailable to be commissioned this year. The second artist of choice is Muro. The WPAC will provide Muro with reference materials to produce a design concept. Mr. Currie asked the WPAC if they would like to commission Diogo Machado (Add Fuel), in 2024 to paint a mural. If so, a decision needs to be made as soon as possible. Page 2 of 4 Ms. Skrabala presented images of additional blank walls that do not have as much foot traffic as the marquee wall. Ms. Trichler discussed the references she has compiled which feature pieces with texture and layering. b. Community Appreciation Day Mr. Currie provided an update on the Community Appreciation Day project. He reported that the panel canvases are easily transportable and commended Public Works for their excellent work. Ms. Skrabala showed the Community Appreciation Day stickers created by the City’s multimedia designer, Micah Lewis. Ms. Skrabala thanked Ms. Ramsey for gathering volunteers from William and Mary. V. Staff Report a. Fl(our)ish Mural Ms. Skrabala thanked everyone for attending the Fl(our)ish mural reveal. Mr. Dent and Ms. Ramsey reported that City Council are very happy with the mural, and that the community has given great feedback. b. WPAC Resolution Amendment Ms. Skrabala reported that the resolution was updated at the last City Council meeting. This resolution allows the WPAC to spend up to 10% of Public Art Fund per project, up to 50% of the fund per fiscal year without the additional approval of the City Council. c. WAAC Representative Ms. Skrabala reported that the June WPAC meeting is Ms. Rublein’s last meeting. A new representative will be appointed to the WAAC. d. TDF Phase 2 Application Ms. Skrabala reported that the Phase 2 TDF application for the lanterns has been submitted. VI. Election of Officers a. FY24 Election of Officers Mr. Philipsen moved that the Williamsburg Public Art Council elect Mr. Currie as Chairperson, Ms. Trichler as Vice-Chairperson, and Mr. Spence as Secretary pursuant to City Council Ordinance #21-01 and Resolution #21-03. Seconded by Mr. Sokolowsky. Approved by Mr. Currie, Mr. Dent, Mr. Philipsen, Ms. Ramsey, Ms. Rublein, Mr. Sokolowsky, and Ms. Trichler. VII. New Business Page 3 of 4 a. Public Art Project Opportunity with Midtown Row – Hannah Warner, Marketing & Events Manager, Midtown Row Ms. Warner asked about a timeline for the next mural. Mr. Currie reported that he will follow up with Mr. Warren. Ms. Warner shared that Midtown Row is planning a fall festival for November 11th. The festival will include live music, beer, a rock wall, and a mechanical bull. Ms. Warner asked the WPAC if they are interested doing a public art project. Ms. Ramsey shared that she believes it would be an excellent opportunity. Ms. Warner asked if the project could involve the community. Mr. Currie shared that the WPAC will pitch ideas at the next meeting. b. City of Williamsburg Vote Stickers Ms. Skrabala has been approached by the registrar’s office to work with the WPAC to conduct a contest, where the winning design will be put on a sticker during election season. Details are forthcoming. c. Future Projects Ms. Skrabala reported on future projects such as the African American Heritage Trail and the water fountain. Mr. Currie shared that Chalk the Dog has been postponed until 2024. VIII. Next Meeting The next regular meeting is scheduled for Monday, July 31, 2023, at 3:30 pm in Room 127 at the Stryker Center. IX. Adjournment Mr. Currie made a motion to adjourn the meeting at 4:16 PM. Seconded by Ms. Trichler.
