ADJOURNMENT Page 1 of 24 Meeting Date: 1/29/24 Staff Contact: Joanna Skrabala, Tourism Development Specialist Agenda Item Wording: Consideration and Approval of a Remote Participation Request from WPAC Member Barbara Vollmer Background Information: Pursuant to the code of Virginia Section 2.2-3708 and City Ordinance #19-15 Williamsburg Public Art Council Member Barbara Vollmer has requested to participate in the January 29, 2024 WPAC meeting remotely. The WPAC must approve this request by majority vote prior to Ms. Vollmer joining the meeting. Previous Action: None Staff Recommendation: Staff recommends that the WPAC approve the remote participation request from WPAC Member Barbara Vollmer. Sample Motion: I move that the Williamsburg Public Art Council approve the remote participation request from Barbara Vollmer for the January 29, 2024 WPAC meeting. Page 2 of 24 The Williamsburg Public Art Council met at 3:30 pm, Monday, November 27, 2023, in room 127 at the Stryker Center, 412 N Boundary Street, Williamsburg, Virginia. WPAC members present: Robert Currie (Chair), Rachel Trichler (Vice-Chair), Pat Dent, Bill Hamilton, and Barbara Vollmer. Barbara Ramsey arrived at 3:37 pm. WPAC members absent: Sally Wolfe, Harold Philipsen, Scott Spence Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Economic Development Administrative Coordinator) I. Call to Order Mr. Currie called the meeting to order at 3:31 pm. II. Approval of Minutes a. October 30, 2023 – WPAC Minutes Mr. Dent motioned to approve the October minutes. Seconded by Ms. Trichler. Approved by Mr. Currie, Mr. Dent, Mr. Philipsen, and Ms. Vollmer. Abstained by Mr. Spence and Mr. Hamilton. III. Chair’s Report a. Introduction of Bill Hamilton Ms. Skrabala introduced the newest member to the WPAC, Bill Hamilton. Mr. Hamilton is the new representative from the Planning Commission. IV. Staff Report a. Midtown Row Fall Festival Ms. Skrabala thanked people for helping with the Midtown Row Fall Festival. She said the selfie competition will go through the end of the month. Ms. Skrabala suggested having some form of signage for future events. b. Marquee Wall- Mural Update Ms. Skrabala reported that the Marquee Wall has received positive feedback from Midtown Row. She said the installation will most likely be done in the spring because the weather will be more favorable for an unveiling event. Page 3 of 24  Ms. Trichler asked how the WPAC could tie Muro into participating in community events while he is in Williamsburg. c. Tourism Development Fund Application Approval Ms. Skrabala reported that the WPAC applied for phase 4 of the Wayfinding Master Plan (lanterns). The WPAC has committed $100k to the project, and in total there is $200k, after receiving TDF approval. Ms. Skrabala stated that the WPAC will need to put out an RFP for fabrication. V. New Business a. Public Art Plan – Goals and Action Items Mr. Dent, Mr. Philipsen, and Ms. Skrabala reviewed the actions and goals for the public art plan as provided in the meeting packet. Ms. Skrabala reminded the WPAC that the plan is through 2025 and that their funding fluctuates because of CIP allocation. he WPAC will focus on the African American Heritage Trail, Children’s Park, vote stickers, and other projects as established for FY25. Ms. Skrabala asked the WPAC if they should consider another round of public input. b. Future Projects Mr. Currie asked if the WPAC would like to consider installing a world class temporary art installation. Mr. Currie asked if this should be added to the list of ideas for the 2026 centennial celebration. Ms. Skrabala and Mr. Currie continued discussions about interactive art, and the potential of installing an interactive art piece with an educational aspect for the centennial celebration. VI. Next Meeting The next regular meeting is scheduled for Monday, January 29, 2024, at 3:30 pm in Room 127 at the Stryker Center. VII. The contributions are varied and stem from the realm of education, business, politics, medicine, religion, and everyday citizens working for the communal body. The Sculpture Sacred Ground commingles Bronze, Stainless Steel, and Aluminum into a single installation that symbolically utilizes the various materials to bespeak of the strength, resolve, ingenuity, brilliance, and power of the Black community in the face of insurmountable odds. Each facet of the sculpture reflects a community working and creating together. One facet will showcase a quote by Dr. Martin Luther King Jr., one facet will show African Americans in a posture of support, one facet will reveal over 60 significant African Americans that utilized their gifts and talents to fortify their community with love, and the ;last facet will reveal a facade of an everyday home. Internal to the structure will be wind chimes that will play a melodic song each day in homage to the ancestors. The roof will be made of the faces of the descendants of the commemorated, and atop the entire structure will be a Sankofa weather vane. 5/9 Page 9 of 24 Project Materials Bronze, Stainless Steel, Aluminum Installation Plan The installation would occur in stages. The grounds will be maintained by the city in Bicentennial Park. Occasionally the lights will need to be changed but we will utilize LED lights that have an extended life. Any unforeseen damage to the sculpture can be fixed by the artist or a metal specialist.
