VII. ADJOURNMENT Page 1 of 4 The Williamsburg Public Art Council met at 3:30 pm, Monday, January 29, 2024, in room 127 at the Stryker Center, 412 N Boundary Street, Williamsburg, Virginia. WPAC members present: Rachel Trichler (Vice-Chair), Pat Dent, Bill Hamilton, Harold Philipsen, Barbara Ramsey, Scott Spence, and Barbara Vollmer WPAC members absent: Robert Currie (Chair) and Sally Wolfe Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Economic Development Administrative Coordinator) I. Call to Order Mr. Trichler called the meeting to order at 3:35 PM. II. Electronic Participation Request Mr. Philipsen moved that the Williamsburg Public Art Council approve the remote participation request from Barbara Vollmer for the January 29, 2024 WPAC meeting. Seconded by Ms. Ramsey. Approved by Ms. Trichler, Mr. Dent, Mr. Hamilton, Mr. Philipsen, Ms. Ramsey, and Mr. Spence. Abstained by Ms. Vollmer. III. Approval of Minutes a. November 27, 2023 – WPAC Minutes Ms. Ramsey motioned to approve the November minutes. Seconded by Mr. Dent. Approved by Ms. Trichler, Mr. Dent, Mr. Hamilton, Ms. Ramsey, and Ms. Vollmer. Abstained by Mr. Spence and Mr. Philipsen. IV. Chair’s Report a. Community Appreciation Day Community Appreciation Day will be held in May. Colonial Williamsburg will be making changes to the Summer Breeze Concert Series. V. Staff Report a. Wayfinding- Phase 4 RFP Page 2 of 4  The WPAC has been approved for $100,000 in funding by City Council for the lantern features. Discussions with the City engineer are being continued to identify a location for the first lantern. b. Marquee Wall- Mural Update Ms. Skrabala reported that the Marquee Wall has received positive feedback from Midtown Row and that work will commence the first week of April. Mr. Spence asked what kind of publicity there will be. Ms. Skrabala shared that there will be a press release and social media campaign. Ms. Trichler asked if there would be a reception for the artist. Ms. Skrabala said that there will be a reception, but we will have to coordinate with the artist. c. Public Art Plaques Ms. Skrabala reported that the public art plaques are complete except for one. Ms. Skrabala shared that she will be meeting with the landscape crew to discuss the plaque presentation. Mr. Hamilton asked if the plaques feature information about the artist or the art. Ms. Skrabala shared that the plaques include information about the artist and the art. VI. New Business a. Sacred Ground Memorial- Steve Prince Mr. Prince reported that he was approached by different organizations to see if he would engage in the project. Mr. Prince shared that his sculpture would honor 50 different people and is made of different materials including bronze, stainless steel, and aluminum. The sculpture would stand at 24 feet tall. Mr. Prince then shared the symbolic meaning behind each component of the sculpture. Mr. Prince reported that he is looking to Bicentennial Park for the sculpture’s location. Ms. Ramsey inquired about how the sculpture would be funded. Mr. Prince shared that he is under the impression that a large portion of the sculpture has already been secured. Ms. Skrabala asked if the sculpture could be moved to the start of the trailhead. Mr. Prince said that it could be located at the beginning of the trailhead. Page 3 of 4  Mr. Prince shared that the structure of the sculpture and the landscaping surrounding the sculpture are two separate budgets. b. Future Projects Ms. Skrabala reported that the WPAC will need to move forward with an RFP to pursue future projects. VII. Closed Session a. Motion for Closed Session Mr. Philipsen moved to go into closed session pursuant to Section 2.2.3711 of the Code of Virginia for the purpose of discussing the award of a public contract involving the expenditure of public funds, including an interview of bidders or offerors, and discussion of the terms of scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body per subparagraph 29. Seconded by Mr. Dent. Approved by Ms. Trichler, Mr. Dent, Mr. Hamilton, Mr. Philipsen, Ms. Ramsey, Mr. Spence, and Ms. Vollmer. b. Motion to Certify Closed Session Mr. Philipsen moved to approve the certification of a closed session pursuant to Section 2.2.3712 of the Code of Virginia. Seconded by Mr. Hamilton. Approved by Ms. Trichler, Mr. Dent, Mr. Hamilton, Mr. Philipsen, Ms. Ramsey, Mr. Spence, and Ms. Vollmer. VIII. Next Meeting The next regular meeting is scheduled for Monday, February 26, 2024, at 3:30 pm in Room 127 at the Stryker Center. IX. Adjournment Ms. Trichler made a motion to adjourn the meeting at 5:10 PM. Seconded by Ms. Ramsey.
