WPAC members present: Robert Currie (Chair), Rachel Trichler (Vice-Chair), Pat Dent, Harold Philipsen, Scott Spence, Barbara Vollmer, and Sally Wolfe WPAC members absent: Bill Hamilton and Barbara Ramsey Staff members present: Joanna Skrabala (Tourism Development Specialist), Sarah Seward (Economic Development Administrative Coordinator) I. Call to Order Mr. Currie called the meeting to order at 3:31 PM. II. Approval of Minutes a. November 27, 2023 – WPAC Minutes Mr. Philipsen motioned to approve the January minutes. Seconded by Mr. Dent. Approved by Mr. Dent, Mr. Philipsen, Ms. Trichler, Ms. Vollmer, and Ms. Wolfe. Abstained by Mr. Currie. III. Chair’s Report None. IV. Staff Report a. Public Art Plaques Ms. Skrabala reported that the public art plaques have all been completed except one. b. RFPs Ms. Skrabala reported that staff is working to put out RFPs for the trailhead piece and one of the lanterns for gateway signage. Ms. Skrabala shared that she has talked with the City Engineer, Aaron Smalls, about completing work on Capitol Landing Road and the addition of a lantern. Ms. Trichler inquired about the improvements on Capitol Landing Road and asked if the WPAC could be involved. Ms. Skrabala said that she would look into this possibility and discussed the possibility of electric box art. Page 2 of 5 V. New Business a. Community Appreciation Day 2024 Mr. Currie reported that Community Day 2024 will be taking place on Saturday, May 4th at the City Square. Mr. Currie shared that the concert series will kick off Friday, May 3rd, and will go through October. The concert series will be moved to Merchant’s Square, and will now be called the Merchants Square Concert series. Ms. Trichler and Mr. Currie will be in the Community Appreciation Day project group. b. Vote Stickers Ms. Skrabala reported that the Voter Registrar's office would like to do vote stickers for the upcoming election. This project will consist of children designing vote stickers and a few will be selected to be printed and given out during the election period. Ms. Skrabala shared that several localities have done projects like this. Ms. Trichler asked if the schools would be used to promote this project. Ms. Skrabala said that she would look into this possibility. Ms. Trichler asked if this project should be part of Community Appreciation Day. Ms. Skrabala shared that we will need to begin work on this project as soon as possible to be completed this school year to not interfere with early voting. c. Marquee Wall Mural – Artist Reception Ms. Skrabala shared that she will be coordinating a phone call with Branded Arts in the next couple of weeks to discuss Muro’s arrival and reception. Ms. Skrabala reported that the artist will arrive on April 2nd and will leave on April 13th. Mr. Currie shared that he would like for the artist reception to take place at Current Midtown. Mr. Currie proposed the reception be on Friday, April 12th. Mr. Currie suggested having a closed-off event at 4:00 PM and a public event at 6:00 PM. Ms. Vollmer asked who would finance this reception. Ms. Skrabala said that this is a topic up for discussion. Mr. Currie shared that there will need to be a strong media push because this mural may draw controversy. Ms. Skrabala said that she would have a conversation with the City’s Communication Director, Nicole Trifone. Mr. Currie inquired about security and suggested that we look into RMC Events to have people monitor the mural between the hours of 9:00 PM – 5:00 AM. Ms. Trichler encouraged adding some form of “work in progress” signage with the artist’s name, bio, and statement of work. Ms. Vollmer proposed to have a small welcome reception. Page 3 of 5 VI. Next Meeting The next regular meeting is scheduled for Monday, March 25, 2024, at 3:30 pm in Room 127 at the Stryker Center. VII. Approved by Mr. Currie, Mr. Dent, Mr. Philipsen, Ms. Trichler, Ms. Vollmer, and Ms. Wolfe. _______________________________________________ Scott Spence, Secretary Page 4 of 5 Meeting Date: 3/25/24 Staff Contact: Joanna Skrabala, Tourism Development Specialist Agenda Item Wording: Consideration and Approval of the 2024 Community Appreciation Day Concept and Budget Background Information: In partnership with Colonial Williamsburg and William & Mary, the City of Williamsburg launched its Community Appreciation Day event in 2021. For the past three years, the event has taken place in July; however, for 2014, it will be moving to Saturday, May 4, to align with the City’s “birthday” and to avoid the predictably hot summer weather. It will also move from the Colonial Williamsburg Art Museum lawn to City Square Plaza on N. Boundary Street. For the past two years, the Williamsburg Public Art Council hosted public art projects, inviting the community to participate. Two WPAC members, along with City staff, have started brainstorming ideas for a community project, but are still fine tuning the details. With the event quickly approaching, a not-to-exceed budget needs to be approved to continue planning for the project in May. A proposed budget of $2,500 aligns with the 2023 budget. Previous Action: N/A Staff Recommendation: Staff recommends the WPAC vote to approve a not-to-exceed budget for Community Appreciation Day on May 4, 2024. Sample Motion: I move that the Williamsburg Public Art Council approves a not-to-exceed budget for its Community Appreciation Day public art project in the dollar amount of $2,500 pursuant to City Council Ordinance #21- 01 and Resolution #21-03.
