ADJOURNMENT Page 1 of 6 Meeting Date: 6/30/25 Staff Contact: Joanna Skrabala, Tourism Division Manager Agenda Item Wording: Consideration and Approval of a Remote Participation Request from WPAC Member Barbara Ramsey Background Information: Pursuant to the code of Virginia Section 2.2-3708 and City Ordinance #24-08, Williamsburg Public Art Council Member Barbara Ramsey has requested to participate in the June 30, 2025, WPAC meeting remotely. The WPAC must approve this request by majority vote prior to Ms. Ramsey’s joining the meeting. Previous Action: The WPAC approved its FY25 Electronic Participation Policy at its July 29, 2024, meeting. Staff Recommendation: Staff recommends that the WPAC approve the remote participation request from WPAC Member Barbara Ramsey. Sample Motion: I move that the Williamsburg Public Art Council approve the remote participation request from Barbara Ramsey for the June 30, 2025, WPAC meeting pursuant to the code of Virginia Section 2.2-3708 and City Ordinance #24-08 Page 2 of 6 The Williamsburg Public Art Council met at 3:30 pm, Monday, April 28, 2025, in room 127 at the Stryker Center, 412 N Boundary Street, Williamsburg, Virginia. WPAC members present: Robert Currie (Chair), Cash Arehart, Pat Dent, Bill Hamilton, Elaine McBeth, Barbara Ramsey, Scott Spence, Rachel Trichler, and Barbara Vollmer. WPAC members absent: Staff members present: Joanna Skrabala (Tourism Division Manager) and Sarah Seward (Economic Development Administrative Coordinator) I. Call to Order Mr. Currie called the meeting to order at 3:31 PM. II. Approval of Minutes a. March 31, 2025 WPAC Minutes Ms. Ramsey motioned to approve the March minutes as corrected. Seconded by Ms. Vollmer. Approved by Mr. Arehart, Mr. Currie, Mr. Dent, Mr. Hamilton, Ms. McBeth, Ms. Ramsey, Ms. Trichler, and Ms. Vollmer. III. Chair’s Report a. Williamsburg Poet Laureate Mr. Currie announced that Lacroy Nixon was appointed as the City of Williamsburg’s inaugural Poet Laureate during the April City Council meeting. IV. Staff Report a. Community Appreciation Day Ms. Skrabala reported that Community Appreciation Day is Wednesday, April 30, 2025, from 4:30 PM to 6:30 PM. The event will include free Sno-to-go and popcorn, a band, games, a library takeaway craft, and the WPAC Art Project. Ms. Skrabala encouraged members to volunteer. Ms. Skrabala presented an example of the WPAC art project. She shared that the final pieces will be assembled to create a “hanging garden”, which will be displayed in the Stryker Center windows beginning May 7, 2025. Page 3 of 6 b. City Updates and Future Projects Ms. Skrabala provided an update regarding City updates and future projects. She reported that the Gateway Lanterns and the African American Heritage Trailhead piece are not included in the FY26 budget. Ms. Skrabala proposed bringing in a temporary art installation for 2026 and called on volunteers to research ideas. Ms. Trichler and Ms. Ramsey volunteered. Ms. Trichler asked if there were any updates regarding the bus stops. Ms. Skrabala shared that once the budget is approved, the WPAC will have a better idea of what it is capable of funding. There was a short conversation regarding the costs of vinyl wrapping. Mr. Currie asked if there were updates regarding the bottom-level windows at Midtown Row. Ms. Ramsey replied that she would inquire. V. Next Meeting The next meeting is Monday, May 19, 2025, at 3:30 PM in Room 127 at the Stryker Center. VI. Adjournment Mr. Arehart made a motion to adjourn the meeting at 4:12 PM. Seconded by Ms. McBeth. Approved by Mr. Arehart, Mr. Currie, Mr. Dent, Mr. Hamilton, Ms. McBeth, Ms. Ramsey, Mr. Spence, Ms. Trichler, and Ms. Vollmer. _______________________________________________ Scott Spence, Secretary Page 4 of 6 Page 5 of 6 Meeting Date: 6/30/25 Staff Contact: Joanna Skrabala, Tourism Division Manager Agenda Item Wording: FY26 Election of Officers Background Information: A Chairperson, Vice-Chairperson, and Secretary need to be elected in accordance with Ordinance #21-01 and Resolution #21-03 adopted by Williamsburg City Council on February 11, 2021. Job descriptions of each officer are outlined in the by-laws. Officers shall be elected for twelve-month terms, expiring on June 30. Previous Action: None Staff Recommendation: Election of those WPAC members who are nominated and accept and understand the duties as laid out in the adopted by-laws. Sample Motion: I move that the Williamsburg Public Art Council elect <name> as Chairperson, <name> as Vice- Chairperson, and <name> as Secretary for the Fiscal Year beginning July 1, 2025, and ending June 30, 2026, pursuant to City Council Ordinance #21-01 and Resolution #21-03.
