The Williamsburg Public Art Council met at 3:30 pm, Monday, October 27, 2025, in room 127 at the Stryker
Center, 412 N Boundary Street, Williamsburg, Virginia.
WPAC members present: Cash Arehart, Robert Currie, Pat Dent, Bill Hamilton, Anne Hunt, Elaine McBeth,
Barbara Ramsey, Rachel Trichler, and Barbara Vollmer.
Staff members present: Joanna Skrabala (Tourism Division Manager) and Sarah Seward (Economic Development
Administrative Coordinator)
I. Call to Order
Mr. Currie called the meeting to order at 3:31 PM.
II. Approval of Minutes
a. September 29, 2025, WPAC Minutes
Mr. Arehart motioned to approve the September minutes as presented. Seconded by Ms.
McBeth. Approved by Mr. Arehart, Mr. Dent, Mr. Hamilton, Ms. Hunt, Ms. McBeth, Ms. Ramsey,
Ms. Trichler, and Ms. Vollmer. Abstained by Mr. Currie.
III. Chair’s Report
Mr. Currie noted that the Colonial Williamsburg Foundation is interested in inviting professional artists
to read ‘Twas the Night before Christmas during the annual tree lighting. If anyone has any
recommendations, please email Mr. Currie.
IV. Staff Report
a. 2026 Planning Updates
Ms. Skrabala provided an update for the 2026 project planning. Ms. Skrabala conducted a site
visit to Bicentennial Park, in conjunction with the Planning Department and Public Works, to
determine a suitable location for the temporary Living Lantern installation. The location near the
front of the park has been identified due to its proximity to the power source and increased foot
traffic. Public Works needs to get a quote from Dominion Energy to determine the cost of
running a line.
V. New Business
a. Consideration and Approval of the Location and Budget for the Temporary Public Art Installation
Ms. Skrabala conducted a site visit with the Planning Department and Public Works to confirm
that the Community Building lawn meets the requirements for the Touring Musical Swings. The
proposed timeline for the Touring Musical Swings is as follows:

• Delivery and Installation – March 23- 29, 2026
• Swings open – March 30, 2026- May 17, 2026
• Dismantling & Removal – May 18- 20, 2026
The estimated budget for the Touring Musical Swings is $150,000. This includes the rental fee,
shipping, site costs, and contingency. Daily Tous les Jours is conducting a site visit scheduled for
November 10.
In discussion, it was recommended that the consideration and approval of the Touring Musical
Swings be brought before the City Council at the December Meeting. If approved, the event will
then go to the City Council for a Long-Term Event Permit
Ms. McBeth moved that the Williamsburg Public Art Council approve funding not to exceed
$150,000 of its FY26 budget for the installation of the Touring Musical Swings at the
Williamsburg Community Building Lawn, subject to approval by the Williamsburg City Council.
Seconded by Ms. Ramsey. Approved by Mr. Arehart, Mr. Currie, Mr. Dent, Mr. Hamilton, Ms.
Hunt, Ms. McBeth, Ms. Ramsey, Ms. Trichler, and Ms. Vollmer.
VI. Next Meeting
The next meeting is Monday, November 17, 2025, at 3:30 PM in Room 127 at the Stryker Center.
VII. Adjournment
Mr. Currie moved to adjourn the meeting at 4:40 PM. Seconded by Ms. Trichler. Approved by Mr.
Arehart, Mr. Currie, Mr. Dent, Mr. Hamilton, Ms. Hunt, Ms. McBeth, Ms. Ramsey, Ms. Trichler, and Ms.
Vollmer.
