RESOLVED, that Bernadette Safy of 8145 Clarence Center Road, East Amherst, New York is
hereby appointed Clerk Part-Time for the Village of Williamsville Court, at a rate of $18.00, effective
retroactively to Monday July 17, 2023.

RESOLVED, that Dawn Stover, the Marilla Court Clerk, is appointed to assist in the training of the
new Village of Williamsville court clerk, at a contracted rate of $18.50/hour for a period not to exceed 60
days.

RESOLVED, that Sue Canell, of 340 Sprucewood Terrace, Williamsville is hereby appointed as
Village Administrator/Clerk-Treasurer of the Village of Williamsville, at a rate of $82,000.00.

RESOLVED, that the position of temporary clerk (full time) is hereby created for a period not to
exceed three months; and
BE IT FURTHER RESOLVED, that Judith A. Kindron, is hereby appointed to the position of
temporary clerk (full time) for a period not to exceed three months, and that she shall be paid, and receive
benefits, according to her current salary and benefits, prorated for the duration of the appointment.
DELANO #1
RESOLVED, that the Village of Williamsville applied for financial assistance from the New York
State Office of Parks, Recreation and Historic Preservation (“OPRHP”) under the Title 9 of the
Environmental Protection Act of 1993 for the purpose of funding the Garrison Park Wading Pool and Bath
House Project;
RESOLVED, that the Village of Williamsville is authorized and directed to accept these grant funds
in an amount not to exceed $373,750.00 for the project described in the grant application, (50% of the total
project cost of $747,500.00);
RESOLVED, that the Village of Williamsville is authorized and directed to agree to the terms and
conditions of the Master Contract with OPRHP for such Garrison Park Wading Pool and Bath House Project;
RESOLVED, the Village of Williamsville commits to providing the required 50% local matching
funds for the proposed project;
RESOLVED, that the Village of Williamsville is authorized and directed to agree to the terms and
conditions of any required deed of easement granted to OPRHP that affects title to real property owned by the
municipality and improved by the grant funds, which may be a duly recorded public access covenant,
conservation easement, and/or preservation covenant; and
RESOLVED, that the governing body of the municipality delegates signing authority to execute the
Master Contract and any amendments thereto, any required deed of easement, and any other certifications to
the individual(s) who hold(s) the following elected or appointed municipal office(s) or employment position
title(s): the Village of Williamsville Mayor, Christine L. Hunt.
DELANO #2
WHEREAS, The Village of Williamsville, Herein called the "Municipality", after thorough
consideration of the various aspects of the problem and study of available data, has hereby determined that
certain work, as described in its application and attachments, herein called the "Project", is desirable, is in the
public interest, and is required in order to implement the Project; and
WHEREAS, the authorizes State assistance to municipalities for water quality improvement projects
by means of a contract and the Municipality deems it to be in the public interest and benefit under this law to
enter into a contract therewith;
NOW, THEREFORE, BE IT RESOLVED BY Village of Williamsville Village Board
1. That Mayor Christine Hunt
or such person’s successor in office, is the representative authorized to act in behalf of the
Municipality's governing body in all matters related to State assistance under ECL Articles 17, 51 and
56 and/or any applicable federal grant provisions. The representative is also authorized to make
application, execute the State Assistance Contract, submit Project documentation, and otherwise act
for the Municipality's governing body in all matters related to the Project and to State assistance;
2. That the Municipality agrees that it will fund its portion of the cost of the Project and that funds will be
available to initiate the Project's field work within twelve (12) months of written approval of its
application by the Department of Environmental Conservation; Total project cost of $9,716,572.00 of
which the required match is 25% or $2,429,143.00 (grant request of $7,287,429.00)
3. That one (1) certified copy of this Resolution be prepared and sent to the Albany office of the New York
State Department of Environmental Conservation
4. That this Resolution take effect immediately.

RESOLVED, that the Village of Williamsville Mayor is hereby authorized and directed to sign an
Intermunicipal Agreement between the Village of Williamsville and the Town of Amherst for Code
Enforcement services.

RESOLVED, that the Village of Williamsville Board of Trustees appoints Gary Palumbo, of the
Town of Amherst Planning Department, as the Zoning Enforcement Officer for the Village of Williamsville,
effective immediately
