PARKS BOARD MEETING 10/29/24 MINUTES

CALL TO ORDER
Meeting was called to order at 6:00 pm by Ever Gomez, Board Chair.

PUBLIC COMMENTS (Limited to three minutes per person)
Residents may address the Council regarding an item that is not listed on the agenda. Residents
must complete a speaker form and turn it in to the City Secretary five (5) minutes before the start
of the meeting. The Rules of Procedure states that comments are to be limited to three (3)
minutes. The Texas Open Meetings Act provides the following:
A. If, at a meeting of a governmental body, a member of the public or of the governmental
body inquiries about a subject for which notice has not been given as required by this
subchapter, the notice provisions of this subchapter do not apply to:
(1) A statement of specific factual information given in response to the inquiry; or
(2) A recitation of existing policy in response to the inquiry.

B. Any deliberation of or decision about the subject of the inquiry shall be limited to a
proposal to place the subject on the agenda for a subsequent meeting.

APPROVAL OF MEETING MINUTES
1. Parks Board Meeting Minutes: August 6, 2024.
Minutes approved with David's comments below:
On page 2 (of 5), Agenda Items, 2. Discussion & Action: purchase of Security
Camera for Cross Timbers Park.: The 4th paragraph notes a concern I raised. I
think that paragraph needs to be revised to better convey the concern and
resultant discussion. My concern was use of the camera to identify vandals, In
that regard, I asked if signs should be emphasized less so that the cameras could
capture acts of vandalism, and that the City should then prosecute such
vandals. The discussion then shifted to potential efforts/concerns about
prosecution. The point (by others) was that the signs may be an easier option
than law enforcement actions, prosecution, etc.
My point was to avoid giving vandals too much warning. We all know destructive
vandalism is wrong. The current wording implies concern about warning to
"patrons" using the park facilities. The discussion was about vandals, which is
only a small subset of "patrons". As I write this, I actually favor notifying park
visitors about use of cameras. Seems like any form of potentially intrusive
monitoring by government warrants notification to citizens.
There is also the secondary point about proactive law enforcement action in the
event of vandalism. I think it is fair to say I favor it more than some others. I
understand the points they noted, but do not agree with them on this particular
aspect. Please note that really applies to follow up actions as opposed to use of
cameras. And this can be seen in the vote, which was unanimous.

2. Staff would like to introduce the new Parks Director, Mandy McCarley. Mandy will be
taking over the duties for all city parks, including all upcoming programming and
improvements.
Toni Fisher introduced Mandy McCarley as the new Parks Director.
3. Parks Board Places 1, 3, and 5 are expiring in January 2025. Those places are
currently occupied by Lea Young, Ex-Officio, James McKibbin, and David Wagner. All
interested persons for appointment/reappointment consideration should contact Mandy
McCarley, Parks Director, at City Hall for applications and submittals. Mayor Moss will
make appointments at the City Council meeting in January 2025.
Ms. Fisher announced that Board positions of Place 1 (Ex-Officio0, Place 3, and Place
5 are expiring in January 2025, stated that applications for these
appointments/reappointments should be submitted to City Staff, for mayoral
appointment at January 2025 City Council meeting.
4. Town Hall Meeting is scheduled for Tuesday, 10/29/24 at 6:30 p.m. to discuss
potential future improvements to the parks and the preferred order of their priorities.
This will be decided by city staff by a culmination of information from the Town Hall
Meeting and surveys provided to the public.
Board appointments will take place at the January City Council meeting and the next
regularly scheduled Parks Board Meeting is scheduled for Tuesday, February 4, 2025
at 6:00 p.m. at Willow Park City Hall.
Lea Young, Ex-Officio, explained that a Town Hall Meeting would take place on
10.29.24, which would allow residents the opportunity to voice what they might like to
have in our Parks system.

As authorized by Section 551.127, of the Texas Government Code, one or more Council
Members or employees may attend this meeting remotely using video conferencing
technology.
