WEDNESDAY, September 2, 2020
• CALL TO ORDER: Robert Hadley (current Vice Chair) called the September 2, 2020 CAAB meeting to order at 7:00
p.m. via the Zoom Video Communications application.
• PLEDGE OF ALLEGIANCE: Robert invited Barbara to lead the Pledge of Allegiance .
• ROLL CALL: Johnnie took roll call: Barbara Clabaugh, Michael Sansevero Craig Feldman, Roger Cruttenden, Robert
Hadley, and Glen Rogers were present. Liz Vocasek was absent at roll call but joined the meeting later.
• ADDITIONS/CHANGES/DELETIONS TO AGENDA: Robert called for changes to the agenda- none were
raised, the agenda was approved as presented.
• WELCOME/INTRODUCTION OF NEW CAAB MEMBERS: Robert invited new member to introduce
themselves. Roger Cruttenden introduced himself and stated that he joined CAAB to be more involved with the City and
provided his background. Craig Feldman also noted the opportunity to get more involved in the City as a relatively new
homeowner in Wilton Manors. Glen Rogers stated that he also moved to Wilton Manors about a year ago also wants to
get more involved in the community.
• APPOINTMENT OF NEW CHAIR. VICE CHAIR & SECRETARY: Robert called for nominations for the new
CAAB Chair- Glen Rogers nominated Michael Sansevero and Roger seconded Michael's nomination. Robert Hadley
first nominated himself as Chair but when supported by Barbara, Robert withdrew his nomination to allow Barbara to
nominate him. Robert called for votes in favor of Michael as Chair - with votes from Glen, Roger, Craig and Michael,
Michael was voted as the new Chair and assumed the role of Chair. Michael called for nominations for Vice Chair- Glen
nominated Robert; seconded by Roger, with no other nominations, Robert was unanimously voted in as Vice Chair.
Johnnie was unanimously voted to retain the role of Secretary.
• APPROVAL OF MINUTES FROM THE MEETINGS OF August 5, 2020:
The minutes of the August 5, 2020 meeting were approved.
• UPDATE FROM CITY LIAISON: Johnnie reported for the new members' benefit that the current year budget of
$5,000 had incurred spending of $2.7k with the remaining $2.3k frozen due to the COVID pandemic. There is currently
no CAAB budget in the proposed 20/ 21 budget with remaining public hearings corning up on Monday, September 14 and
Monday, September 21, both at 6:30pm. Any CAAB member may attend the budget meetings. Johnnie reported that, as
requested in the August 5th CAAB meeting, the 10/ 22/ 19 CAAB memo "Diversity on City Boards and Committees" was
resubmitted to the City Commission and from that action, Commissioner Resnick has requested "discussion of CAAB's
memo on Diversity on City Boards and Committees" be on the Commission meeting agenda of September 8. Johnnie
further noted that relative to CAAB's desire to get input from members of our underrepresented groups, one such
member, Paul Smith attended the last CAAB meeting and is on the call again in this meeting, as are guests Mike Bracchi
and Commissioner Rolli. Craig asked to confirm that that the remaining $2.3k CAAB budget is frozen -Johnnie
responded affirmatively but noted that the funds are available with City Manager approval. Craig then asked how the zero
budget for fiscal year 20/ 21 came to be- Johnnie replied that the initial version created by Finance and approved by the
City Manager had a zero CAAB budget due to the ongoing loss of revenue due to the COVID pandemic, and there was
no action by the Commission to put those funds back into the budget. Michael stated that he hoped that $1 -$2 thousand
could be allocated to CAAB, he praised CAAB's financial support of the Sculpture Walk and Shop With A Cop- and
Michael committed to addressing this in the September 8 Commission meeting.

• PUBLIC COMMEN TS:
Mike invited members of the public to make comments at this time; Johnnie instructed them to "raise their hand" if they
wish to speak. Paul Smith commented that he has been a Wilton Manors resident for 12 years and has done a lot of work
in the community - he noted that he worked at SunServe for 10 years and is on the board at the Pride Center and noted
similar discussions around diversity - with a key element being inviting members of the underrepresented groups to join
you - to find out who you are. Paul offered to participate in CAAB's future discussions on this topic. Mike invited the
other attendees to make public comment - there were no other comments.
• UNFINISHED BUSINESS:
a.) Skip Stadnik Community Spirit Awards- Mike stated that the honorees have been announced but we are waiting for
formal presentation in an upcoming in-person Commission meeting- hopefully in the next 2 to 3 months.
b.) Senior Resource Guide - Mike stated that distribution of the updated Senior Resource Guide is still pending due to
the Town Crier not being printed and many of the services still on hold due to the COVID situation.
c.) Community Relations Discussion -Mike stated that this item was discussed in the last CAAB meeting and that the
decision was made to reissue CAAB's 10/22/ 19 memo to the Commission; with this discussion slated for the
September 8th Commission meeting Mike proposed waiting until after that discussion to continue this conversation to
increase diversity on city boards and committees - so that the majority of members are not older, gay, white males -
and noted the exception of Barbara. Mike committed to attending the September 8th Commission meeting and
encouraged the other board members to also attend; Barbara committed to attend the meeting as well. Liz Vocasek
joined the meeting at this time. Craig interjected that he adds to the diversity of CAAB in that he is a member of the
straight community. Michael caught Liz up on the conversation, and encouraged her to join the September 8
Commission meeting as well.
• NEW BUSINESS:
a.) Newcomers' Coffee (Barbara Clabaugh): Barbara suggested a CAAB Newcomers' Coffee welcome to the city event-
however in light of the zero budget it was noted that this most likely would not happen. Johnnie suggested that
CAAB members have more of a presence in the three Neighborhood Association meetings to welcome new residents
and represent CAAB- when post-COVID meetings resume. Barbara asked for a summary of CAAB's Age-Friendly
Community efforts - Johnnie shared the history of the City's application and acceptance into the program, the
completion of the Age-Friendly Community resident survey, and the creation of the Age-Friendly Action Plan.
Johnnie stated that this is now a good opportunity for CAAB to revisit the Action Plan and update it.
• BOARD MEMBER REPORTS AND REQUEST FOR AGENDA ITEMS:
Robert stated that he has continued the "I Am Wilton Manors" project - he has several videos completed - and he is
bringing more diversity to the project. He has them loaded to a private YouTube channel and he will share access with
the City Manager's Office - which can also be shared with the other CAAB members. Johnnie stated that City Manager
Leigh Ann Henderson has been an attendee of the meeting as well.
• NEXT SCHEDULED MEETING DATE: Wednesday, October 7, at 7pm- virtual or in the Chambers if possible .
• ADJOURNMENT:
Johnnie stated prior to adjournment that he hoped the CAAB members could remain on the ZOOM platform to record a
CAAB farewell to Acting Mayor Tom Green, whose term will end with the ovember election, and thanked the CAAB
members for their willingness to attend the September 8th Commission meeting.
Mike adjourned the meeting at 7:50p.m., after which a "CAAB Farewell to Acting Mayor Tom Green" was recorded.

NOTICE IS HEREBY GIVEN that the Wilton Manors Community Affairs Advisory Board (CAAB) will be
conducting a virtual meeting utilizing communications media technology (“CMT”) in accordance with Governor
DeSantis’ Executive Order No. 20-69, dated 3/20/20, as extended, and City of Wilton Manors 4/24/20 Emergency
Order 2020-05, as amended by Emergency Order 2020-12, related to conducting local government public meetings
while under the health emergency related to the spread of Novel Coronavirus Disease 2019 (COVID-19).
City Hall is currently closed to the public.

meeting shall be made a part of the public record.
