City of Wilton Manors Community Affairs Advisory Board Meeting Minutes WEDNESDAY, FEBRUARY 1, 2023 ▪ CALL TO ORDER: Michael Sansevero called the February 1, 2023 CAAB meeting to order at 7:00p.m. in the City Commission Chambers. ▪ PLEDGE OF ALLEGIANCE: Michael led the Pledge of Allegiance. ▪ ROLL CALL: Johnnie took roll call: Michael Sansevero, Robert Hadley, Carvelle Estriplet, Harrison C. Davies, Marc Marois, and Scott Ballina were present. New member Curtis Fedder, filling the unexpired term of Jasmen Rogers, was appointed by the Commission January 23, 2023 but had informed us that he would not be able to attend this meeting. ▪ ADDITIONS/CHANGES/DELETIONS TO AGENDA: Robert made the request that the Black History Month honorees recognition be moved up in the agenda to be the next item, the Agenda was accepted with this change. ▪ BLACK HISTORY MONTH: status; recognition of honorees approved by the Commission. Mike announced that the Commission had approved CAAB’s recommendation of honorees Terry Dyer, Lorenzo Robertson, and JT Tucker/Blade of Blade Barbershop. Both Terry Dyer and Lorenzo Robertson were in attendance and were introduced and provided comments. The honorees will again be recognized in the Cookout event on Saturday, February 4 and Commission Meeting of February 14. ▪ PRESENTATIONS/SPONSORSHIP REQUESTS: a. The Cookout (Jameer Baptiste): Jameer was present to support the CAAB Sponsorship financial request of $1,000 for the Saturday, February 4th Cookout Event-a Black History Month Celebration at Mickel Park. Jameer provided the history of and details of the event. Robert made the motion to approve the sponsorship request and submit it to the City Manager for final approval, seconded by Harrison, the motion carried unanimously. Johnnie will forward to the City Manager for approval and report back to Jameer and the Board. ▪ APPROVAL OF MINUTES FROM THE MEETING OF JANUARY 4, 2023: Minutes approved unanimously. ▪ UPDATE FROM CITY LIAISON: Johnnie shared that he had emailed Marc regarding New Residents potential meeting dates/times and draft agenda; sent Jameer the CAAB Sponsorship Request Form; accumulated Women’s History Month honoree nominations-received a total of 10 – for 8 individuals (one received 2 nominations) and one organization/2-women co-owners nomination. ▪ UPDATE FROM CHAIR: Michael noted the Cookout event on Saturday, February 4 and encouraged CAAB members to attend; Mike stated that he made the CAAB presentation in the 1/24 Commission Meeting and provided a quarterly update, presented the recommended Black History Month honorees (which they approved), presented the Public Art Coordinator position description document, and proposed a Hispanic Heritage Month program – to which they all responded positively. ▪ PUBLIC COMMENTS: None. ▪ UNFINISHED BUSINESS: a.) CAAB Mission Statement – Michael noted that the CAAB proposed Mission Statement has been submitted to the Commission and was expected to be addressed in a future Commission meeting. Mike asked that Johnnie share the current and proposed CAAB Mission Statement with current CAAB members and remove this item from the agenda. b.) New Resident “Welcome Wagon” (Marc) – Marc stated that he is unable to move forward with scheduling a meeting with the joint Neighborhood Associations due to schedule conflicts and Sunshine restrictions; Scott volunteered to continue to pursue this matter and will reach out to WAWM President Hunter Stephens and report back in the next CAAB meeting. Johnnie will reissue the current Welcome Guide to the CAAB members. c.) Black History Month – item moved to earlier in the meeting to recognize the Commission approved honorees. d.) Wilton Manors Lost Dogs & Animals Facebook Group (status): Mike reported that the “Wilton Manors Lost Pets and Animals” group was created by Sue Martino of The Pet Project. Johnnie was asked to share that this new group exists and make respective lost/found pet related individuals aware of this group when possible. FINAL CAAB Meeting Minutes -1- Adopted: March 1, 2023 February 1, 2023 Meeting e.) Public Art Policy (Mike) – The Job Description document was presented to the Commission for its review in the 1/24 Commission Meeting Agenda; with that done, Mike asked that this item be removed from the CAAB agenda. f.) Hispanic Heritage Month recognition program-this was recommended in the 1/24 Commission Meeting and the Commission responded favorably. g.) CAAB Cooperation/Coordination with other city boards (Robert) – Robert noted there is no update for this meeting. ▪ NEW BUSINESS: a.) Women’s History Month – review of nominations, selection of honoree recommendation to the Commission. The members reviewed the nominations that were received and voted by ballot of their top four choices. Top votes went to Tiffany Arieagus (4), Kelly Graham (4) and Pamela Landi (4). A separate verbal vote was taken to identify an organization to honor and Little Flower Montessori/co-owners Kim Clarke-Campbell and Lisa Cassanelli received top votes (Little Flower 4 votes, Tracy Carroll Salon 2 votes). Robert made the motion to recommend that the Commission honorees be Tiffany Arieagus, Kelly Graham, and Pamela Landi, and Little Flower Montessori/co- owners Kim Clarke-Campbell and Lisa Cassanelli; motion was seconded and carried unanimously. b.) AARP Challenge Grant (Mike) – available grant submission deadline March 15: Mike expressed desire to submit a grant application for bicycle racks – as CAAB had discussed previously. Carvelle shared a sample picture of a flamingo bike rack. Mike noted Roger Cruttenden’s success in securing this grant for Coral Gardens Park/3 Bridges Neighborhood Association last year; and referred to the extensive grant application form and the need for specific information: material cost, bids, etc. Johnnie noted the need for the City to approve bike racks – including need and design elements. Mike suggested approaching the Wilton Drive Improvement District (WDID) with this opportunity and recommendation. Everyone supported this idea and Harrison committed to reaching out to Claudia Castillo about WDID’s interest in submitting an AARP community grant application for bike racks; Mike asked that Harrison get back to Johnnie with an update of the discussion and then let Mike know the outcome. ▪ COMMUNICATIONS TO COMMISSION: Mike gave the CAAB quarterly update to the Commission in its January 24 meeting, wherein a status report was made along with the proposed Black History Month honorees, which were accepted by the Commission; also presented a draft of Public Art Liaison volunteer qualifications document; and the recommendation of a Hispanic Heritage Program which was met with favorable response. Proposed Women’s History Month honorees will be presented February 28 and formal recognition in March 14 Commission meeting.
