City of Wilton Manors  Leisure Services Department 2020 Wilton Drive, Wilton Manors, FL 33305 954-390-2130  Fax 954-390-2138 WiltonManors.com/parks Recreation Advisory Board Minutes Thursday, August 18, 2022 6:00PM Vice Chair Patrick Harris called the meeting to order at 6:01 pm. Present: John Fiore, Jose Cedeno, Patrick Harris, Lisa Theisen, Janet Yuen Absent: Helena Hantzes, Dion Westerman Leisure Services Employees in Attendance: Patrick Cann, Leisure Services Director and Michelle Parks, Parks and Recreation Division Director Members of the Public in Attendance: Sharon Kerwick • Approval of Minutes: Motion passed to approve. All in favor. • Public Comments: None • Officers: Nomination and Election of Officers • Board members introduced themselves and gave brief introductions and backgrounds. John Fiore nominated Patrick Harris as Chair, was seconded and voted all in favor. Patrick Harris nominated Janet Yuen, was seconded by Lisa Theisen and voted all in favor. • Recreation Updates: • Youth Programs- Recreation Director Parks gave updates on the After-School Program that began this week and the hiring status of filling part-time child care positions. • Senior & Adult Programs / Special Events - Recreation Director Parks reviewed a calendar handout with all upcoming adult programs and special events. She updated the group about the upcoming Senior trips and that the current yoga instructor had suddenly moved and staff is looking to incorporate a new yoga instructor. She reviewed each upcoming event for the Fall. • Capital Projects and Grants: • Colohatchee Park Expansion- Director Cann stated that this project is currently on pause. The City is currently looking into funding sources for this project. It is projected to need about $700,000 to complete the project. • Site 92 Proposal- The City is currently moving forward with the acquisition of this land. It is currently in the due diligence process going through environmental study. • FRDAP Application- Hagen Repurposing- Director Cann stated that the grant application has been submitted to the State of Florida. The City is waiting on the State to respond about what they are going to fund. The City’s highest priorities for this project are a new playground and pickleball courts at Hagen Park. • CDBG 48th Year- Director Cann stated that there has been a large amount of public outreach to gather input on what these funds should be used for. Right now, a new playground at Hagen Park is the top priority. The lighting is what the funds will be used for if the FRDAP Grant funds the playground. • Old Business: • Needs Assessment – The needs assessment survey has been completed and closed. The final data is being organized and will be available for the board in coming meetings. • Parks Long Term Plan – Director Cann advised the group that the needs assessment and any future needs assessment or community inputs would be instrumental in forming the future planning and long-term plan for the department. • Hosting Future Meetings in Parks – The board expressed continued interest in hosting future board meetings in rotating City parks. Director Cann advised that the new board chair would need to draft a memo to Commission requesting the ability to move meetings to City parks. • New Business: • 2022/2023 Fee Schedule – Division Director Parks explained to the board the proposed fee schedule changes and updates for the upcoming fiscal year. The changes included the removal of fees that are no longer valid, increases to dog park membership, tennis daily play fees and rental and deposit fees for Richardson. The fee schedule will be on the Commission meeting agenda for the first meeting in October. The tennis fees will be raised for the first time in 6+ years, however our fees will still be less than our local competitors such as Oakland Park and Fort Lauderdale. Motion to approve the proposed fees was made by Jose Cedeno and seconded by Janet Yuen. All approved. • Dog Park Operations – The dog park members will be required to show proof of bortadella vaccination when the renew or purchase a new membership beginning in October. Division Director Parks explained some of the challenges with tracking an additional expiration date and the phasing in process for collecting the additional documentations. • Adjournment: Meeting adjourned at 7:30pm.
