May 1, 2024
A regular meeting of the Board of City Commissioners was held on May 1, 2024, at 7:00 p.m. at the City
Meeting Room. Present Commissioners John Clausen, Bill Kary, Lisa Hedstrom, Jim Schacher and
President LeeAnn Domonoske-Kellar.
Motion made by Hedstrom and seconded by Schacher to approve the minutes from the April 17, 2024
meeting as presented. All present voted aye, motion carried.
Motion made by Clausen and seconded by Kary to approve the agenda as presented. All present voted
aye, motion carried.
The special hearing from the April 17, 2024 meeting was continued at this time.
Motion made by Schacher and seconded by Clausen to approve vacating 7th Street south of Minnie
Avenue in exchange for land on the east side of Famers Union Oil property. All present voted aye,
motion carried.
Pres. Domonoske-Kellar closed the special hearing.
Motion made by Schacher and seconded by Kary to amend the agenda to add road repairs by Farmers
Union Oil. All present voted aye, motion carried.
Motion made by Schacher and seconded by Hedstrom to authorize Farmers Union Oil to make repair to
the street adjacent to their property. All present voted aye, motion carried.
A special hearing was set for May 29, 2024 at the Wilton Memorial Hall at 7:00 pm for the final plat map
and rezoning of the Liberty Acres Subdivision.
The Wilton Elevator requested the City temporarily allow truck traffic on Railway Avenue between
Dakota Avenue and Burleigh Road. Upon review of the current truck route, it was found the elevators
request is part of the current truck route.
Motion made by Kary and seconded by Clausen approve the burn ban through November 1, 2024. All
present voted aye, motion carried.
Motion made by Hedstrom and seconded by Clausen to appoint Tim Smallbeck to the Planning and
Zoning Board. All present voted aye, motion carried.
Motion made by Schacher and seconded by Hedstrom to approve the American Legions gaming site
authorization for the County Line Café, Aces Tavern and Sportsmen Bar and Grill for July 1, 2024 through
June 30, 2025 as presented. All present voted aye, motion carried.
Motion made by Schacher and seconded by Kary to approve the first read of ordinance 8.0603 –
License Required and 8.0632 – Special Event Permits Winery and Microbrewery. All present voted aye,
motion carried.
Motion made by Clausen and seconded by Schacher to approve the proposal from Brady Martz and
Associates for the 2023 audit. All present voted aye, motion carried.
Motion made by Schacher and seconded by Clausen to pay bills as presented. Roll call vote. Aye:
Comm. Clausen, Kary, Hedstrom, Schacher and Pres. Domonoske-Kellar. Motion carried.
With no other items for discussion, Pres. Domonoske-Kellar declared the meeting adjourned at 7:47
p.m.
