May 15, 2024
A regular meeting of the Board of City Commissioners was held on May 15, 2024, at 7:00 p.m. at the City
Meeting Room. Present Commissioners John Clausen, Jim Schacher and President LeeAnn Domonoske-
Kellar.
Motion made by Schacher and seconded by Clausen to approve the minutes from the Board of
Equalization meeting held on May 1, 2024 as presented. All present voted aye, motion carried.
Motion made by Clausen and seconded by Schacher to approve the minutes from the May 1, 2024
meeting as presented. All present voted aye, motion carried.
Motion made by Clausen and seconded by Schacher to approve the agenda as presented. All present
voted aye, motion carried.
Motion made by Clausen and seconded by Schacher to approve the seconded reading and final passage
of ordinance 8.0603 – License Required and 8.0632 – Special Event Permits Winery and Microbrewery.
All present voted aye, motion carried.
Motion made by Schacher and seconded by Clausen to approve the change order for the 2022/2023
Improvement Project as presented by Moore Engineering. All present voted aye, motion carried.
Motion made by Schacher and seconded by Clausen to approve a budget amendment to the
2022/2023 Improvement Project budget. All present voted aye, motion carried. There is no change in
the overall cost of the project, funds are being moved between budget line items.
Motion made by Schacher and seconded by Clausen to approve the Resolution of Governing Body of
Applicant. All present voted aye, motion carried. The resolution is to apply for State Revolving Funds for
the 2023 Improvement Project.
Motion made by Schacher and seconded by Clausen to approve the bid from Phoenix Construction to
put a sloped roof on the Memorial Hall for $73,000. All present voted aye, motion carried. The funds
will be requested from the Sales and Use Tax Board.
Motion made by Clausen and seconded by Schacher to approve the request from CREA to use the
Memorial Hall for the Wilton Summer program for $100 per week. All present voted aye, motion
carried. The Wilton Summer Program is normally held at the Wilton School but due to construction at
the school, the program had to relocate.
Motion made by Schacher and seconded by Clausen to approve the first reading of the Floodplain
Management ordinance. All present voted aye, motion carried.
Motion made by Schacher and seconded by Clausen to join Strengthen ND. All present voted aye,
motion carried. Strengthen ND will aid the City in applying for grants.
Pres. Domonoske-Kellar asked the Commissioner to bring a list of items or projects to budget for in
2025.
Motion made by Clausen and seconded by Schacher to pay bills as presented. Roll call vote. Aye:
Comm. Clausen, Schacher and Pres. Domonoske-Kellar. Absent: Comm. Kary and Hedstrom. Motion
carried.
With no other items for discussion, Pres. Domonoske-Kellar declared the meeting adjourned at 7:52
p.m.
