Unofficial Minutes
A regular meeting of the Board of City Commissioners was held on October 1, 2025, at 7:00 p.m. at
the City Meeting Room. Present Commissioners Bernell Hedstrom, Lisa Hedstrom, Mike Schmit
and President LeeAnn Domonoske-Kellar.
Motion made by Schmit and seconded by L. Hedstrom to approve the meeting minutes from
September 17, 2025 as presented. All present voted aye, motion carried.
Motion made by Schmit and B. Hedstrom to approve the agenda as presented. All present voted
aye, motion carried.
City Engineer, AJ Tuck, reported the punch list is complete and all remaining work is warranty work.
Tuck also reported the ADA ramp by the City Office passed inspection.
Bob Ell, with the Wilton Archery program, was present to request free use of the Memorial Hall for
the 2025-2026 archery season. Motion made by B. Hedstrom and seconded by Schmidt to
approve Ells’ request to use the Memorial Hall. All present voted aye, motion carried.
Motion made by Schmit and seconded by L. Hedstrom to approve the gaming application from
Delta Waterfowl to conduct raffles at the Wilton Memorial Hall on January 24, 2026. All present
voted aye, motion carried.
Motion made by L. Hedstrom and seconded by Schmit to approve the gaming application from
the Sacred Heart Church to conduct a raffle and bingo on October 12, 2025. All present voted aye,
motion carried.
Motion made by L. Hedstrom and seconded by Schmit to approve paying the Refunding
Improvement Bond of 2014 payment of $2,960, the Refunding Improvement Bond of 2013
payment of $1,990 and the Water and Sewer Bond of 2006 payment of $715.00. All present
voted aye, motion carried.
Motion made by L. Hedstrom and seconded by Schmit to approve closing Dakota Avenue from
2nd Street to Railway Street from 5:30 – 8:00 pm on October 31, 2025 for the annual Trunk or
Treat event. All present voted aye, motion carried.
Motion made by Schmit and seconded by B. Hedstrom to approve waiving the rental fee
for the Memorial Hall on October 31, 2025 for the Community Supper held in conjunction
with Trunk or Treat event. All present voted aye, motion carried.
Motion made by Schmit and seconded by L. Hedstrom to pay bills as presented. Roll call vote.
Aye: Comm. B. Hedstrom, L. Hedstrom, Schmit and Pres. Domonoske-Kellar. Absent: Comm.
Clausen. Motion carried.
With no other items for discussion Pres. Domonoske-Kellar declared the meeting adjourned at 7:43
p.m.
