Public Comments: Rodney said he represents Winchester Worth Fighting for and
National Security Leaders of America. He is concerned about Election Integrity. He
wanted to visit and see how the board worked.
Proceedings and Actions
1) Agenda and Minutes
• Meeting Agenda Approved
• Minutes Review: Minutes for March 5, 2026, were reviewed and approved with
corrections.
2) New Business:
1. Officer of Election Appointment:
Reappoint: Mary Colosi and Theresa Merkel
Appoint: New Officers of Election: Ben Lizer, Suzanne Montano
2. Electoral Board Closed Session at 12:34pm.

Section 2.2-3711 (A) (1) of the Code of Virginia for discussion of appointment of
Officers of Election.
Coming out of Closed Session at 2:27pm.
Discussed appointments of officers and where they will be working on April 21st
Special Election. We might need additional help in certain precincts.
Motion to adopt the draft of the Officers of Election list for the Special Election on
April 21, 2026. Pending update later in the meeting for additional Officers if
Elections. Seconded an approved.
3. Motion made to appoint Colleen Stearns, Eric Fritzpatrick and Geoff Lukens as
Officers of Election. Seconded and approved.
4. Review of Proposed relocation of Virginia Avenue Polling Place: Timeline for the
ordinance. A motion was made to approve the draft of Council Action Memo on
relocation to be sent to city administration. Motion Seconded
Approved with correction and additional sentence added.
5. There will be a Council Reading in April for the relocation of VA Ave. 201 Precinct.
Trying to see if one of the City Attorneys can be there for the reading since we will
be still processing after the election.
6. Status of Election Day Challenges due to schools being in session and any
additional actions to be taken: At VA Ave., the streets must be blocked off in the
morning and afternoon for 30 minutes at a time. The traffic must detour around the
school. Liz will call the attorney to see if this would be considered a hindrance.
7. Electoral Board Closed Session – 4:16pm
Section 2.2-3711 (A) (8) and Section 2.2=3711 (A) (1) of the Code of Virginia for
discussion of appointment of Officers of Election.
Concerning Virginia Election Law Codes 24.2 – 1005.2 and 24.2 – 604A
Coming out of Closed Session – 4:53 pm.
The closed streets would not be a hinderance. People will be at locations directing
traffic for the detour.
8. Reports GR, Chief Deputy, and Deputy of Election Administration:

Candidate Filings for the November election are underway.
Submitted required compliance document for the Virginia Locality Election
Security Standards (LESS) on March 1, 2026.
Submitted Locality Election Security Standards Mitigation Plan on April 1,
2026
May 1, 2026, Final compliance attestation is due
Training of election officers for Apr. 21 Election: set up room at 4:30pm each
evening of training on Tuesday – Thursday.
