Minutes
The Committee of the Whole of the Village of Winnebago was held on March 18, 2026, at 6:34 p.m.
with President Franklin J. Eubank, Jr. presiding. The link for the employees and the public to attend
remotely was made available through GoToMeeting.
ROLL CALL
PRESENT: ACKERMAN – GRAHAM – LEFEVRE – MCKINNON
ABSENT: KIM - SPRINGER
Guests: Attorney Mary Gaziano, Village Administrator Joseph Dienberg, Lieutenant Nick Haff.
4. ESTABLISHMENT OF A QUORUM – A quorum was established.
5. MEETING GUIDELINES - No trustee attended remotely.
6. PUBLIC COMMENT – No one requested the opportunity to address the Board.
7. APPROVAL OF MINUTES
a. A motion was made by MR. LEFEVRE, seconded by MR. MCKINNON to accept the minutes of
the March 04, 2026, meeting as presented. Motion carried on a voice vote.
8. DISCUSSION
a. The Board discussed the zoning history of the property at 102 North Elida Street. Someone has
shown interest in the property to use for a medical purpose. The Board agreed light industrial
could have an area as General Business.
b. There was a discussion of the use of TIF Districts. It was recommended contacting Attorney
Galluzzo to handle a TIF for the Village of Winnebago.
c. The Board agreed Ordinance 234 adopted in 1950 should be repealed. Staff will draft an
Ordinance to handle this.
9. EXECUTIVE SESSION pursuant to 5ILCS 120/2(c): Not needed.
10. NEW BUSINESS
Drafting a new purchasing policy was discussed.
11. ADJOURNMENT
A motion was made by MR. GRAHAM, seconded by MR. LEFEVRE to adjourn at 7:36 p.m. Motion
carried on a voice vote.
