City Council

The Town of Winnsboro Council met in regular session on March 16, 2021 at 6: 15 p.in. at the Town of wimsboro Old Armory (due to the Covid-19 virus). Following standard procedures, copies of the agenda were provided to Council, The Voice and The Country Chronicle. Those in attendance were: Mayor Roger Gaddy, MD Councilman Danny Miller, District # 1 Councilwoman Janice Bartell-Prather, District #2 Councilman Demetrius Chatman, District #3 Mayor Pro-tern John MCMeekin, District #4 Don Wood, Town Manager Oners Chief John Seibles, Public Safety Ms. Lorraine Abell, ATM William Medlin, Electric Director Trip Peak, Gas, Water & Sewer Director Guest Brandon Ashley, Dominion Justin Redman, Dominion Matt Hammond LeTanya Williams Anna Pierce Lee Mikell Sonya Harrison Young Joseph and Ruth Broun Mr. Robert white Call to Order: Mayor Gaddy called the meeting to order at 6: 15 p.in. Invocation: Councilman Danny Miller offered the Invocation. Approval of Minutes: Councilman Demetrius Chatman made a motion to accept the minutes of the Town Council Meeting of March 2, 2021, be approved as written. Councilwoman Janice Bartell Prather seconded the motion. All voted aye. Public Comments: Ms. LeTanya Williams spoke on changing the name on her utility bill to Battered But Not Broken Ministry. Mayor Gaddy said the issue would be looked into and somcone would contact Ms. Williams. Mr. Gene Stephens spoke on the behalf of Hawthorne Pharmacy request to use the Armory for Covid-19 vaccinations. Mr. Stephens also requested permission to move forward with planning events that have been postponed due to Covid. Mr. Stephens stated that all of the schools were planning a car wash together and requested free water usage for the car wash. Council agreed to move forward with events and car wash. Ms. Sonya HalTison Young spoke about concerns over her high utility bill. Presentation: None New Business: a. Dominion Energy: Brandon Ashley and Justin Redmon Mr. Ashley and Mr. Redman spoke in regard to the updates for the transmission lines to provide electrical services to the Town of Winnsboro. The scheduled upgrades have been scheduled for 11 :00 p.in. on April 17th. With alternate dates of May 15th or May 22nd . The outage will be approximately three to four hours. Mr. Medlin stated a mailing alert will be sent to all electric customers, will be placed on the website, channel 3 on Truvista, and in local newspapers. b. Automatic Meter Reading: Anixter: Mr. Adam Hart This presentation was heard at the Finance Meeting and Mayor Gaddy updated Council on the information received. c. Proclamation: Donate Life Month: Mayor Gaddy Mayor Gaddy stated April is "Donate Life Month" and read the proclamation. Councilman Miller made a motion to accept the Proclamation as presented. Councilman Chatman seconded the motion and all voted aye. d. Amended sewer ordinance #03162l This ordinance changes section 203 (2) to read "Any water or wastes having a stabilized ph level lower than 5.0 or higher than 12.0 or have other corrosive property capable of causing damage or hazard to structures, equipment or personnel of the wastewater treatment plant." Councilman Chatman made a motion to adopt the amendment to the ordinance to meet SCDIIEC requirements. Councilwoman Bartell Prather seconded the motion. All voted aye. e. Victim Assistance Fund: Chiefseibles and sgt. Angie Ingram Chief Seibles and Sgt. Angie lngram explained the regulations and guidelines for The Victim Assistance Fund. Sgt. Ingram explained the funds have to be requested by the non-profit agencies and they have to provide reports on how the funds are being spent. The town can keep up to $25,000.00 of the victim funds. Council stated they would like to discuss the funds during the budget proceedings and requested to know the Public Safety needs. f. Capital Expense Request: Chiefseibles Chief Seibles has requested to purchase two fully equipped Durangos totaling $93,000.00. This is in the budget and comes with a recommendation from the Finance Committee. All voted aye. 9. Capital Expense Request Electric Dept.: William Medlin Mr. Medlin requested funds to purchase a utility pole trailer totaling $ 15,750.00 plus delivery and taxes. The Finance Committee is recommending the purchase. All voted aye. h. Old Armory Gratis use Request: Hawthorne pharmacy Hawthorne Pharmacy requested use of the Armory to give the Covid-19 vaccine once they receive the shots. Mayor Pro-tern MCMeekin made a motion to grant gratis use of the Armory. Councilwoman Bartell-Prather seconded the motion. All voted aye. 2  Old Business: None Other Business: Councilman Miller stated he wanted to table the request from Mt. Zion Save the Kids for a donation until further information was received. Ms. Abell inquired if council would be willing to open the Armory for rentals. Council agreed to wait a couple of months and revisit the issue. Mr. Wood asked Council since the election is on April 6th and that would be the date for the next Council Meeting did Council want to reschedule the meeting to April 13th. Council agreed to move the meeting until April 13th. Council was reminded that their Ethic Statements were due before the end of March. Executive Session: Pursuant to SC Code Section 30-4-70 (a) (2): Possible Actions by Council following Executive Session a. Personnel/Contract/Legal: Employment Agreement Attorney scott Elliott b. Personnel/Contractual: Town Administrator Mayor Gaddy Mayor Pro-tern MCMeekin made a motion to enter into executive session. Councilman Miller seconded the motion. All voted aye. Councilman Chatman made a motion to resume the general meeting. Councilwoman Bartell Prather seconded the motion. All voted aye. The discussion was for information only and no motions were made.
