All No further discussion forthcoming, e C. - on votes on the motion at members present voted aye 3. 2019 Priority List Consideratiion an• Mr•ate Chairperson Heyser remindedhe Comm sion that at the last meeting there was a request to look r r-e in dept t the historic nventory and return to the 2019 Priority List at this meeting' ; Mr. Sims' tote that the pdate at this time is for 2020 to prepare for budgeting requests to the CitsCounc ,He reminded the Commission of past preferences expressed by the Commissar 2019, which was to move forward with the Park Brewery Building, whitwas razed in 2019, the Winona Water Works building, and theWindom Park National Register of Historic Places nomination. Other priorities identifiedt;,that period: were the Lake Park Bandshell. Regarding Commissioner Jennings' question abut the Conservation District, Mr. Sims recommended consulting further wit Commissioner Larson and that it would focus on the smaller lots and development pattern typical of the East End. Mr. Sims did not note that the local designation spelled out in City Code doesn' t include conservation districts at this time. Mr. Sims mentioned that City staff's recommendation would be to pursue individual property work at this time. Commissioner Fluharty asked about the Winona Middle School Auditorium- Gymnasium and why it wasn' t on the list. Mr. Sims mentioned that he included a note on the bottom of the agenda item that the Auditorium- Gymnasium has already been locally and nationally designated and any exterior changes or demolition would come before the HPC for review. HERITAGE PRESERVATION COMMISSION MEETING MINUTES FEBRUARY 12, 2020 PAGE 2 Chairperson Hesser mentioned that one or two properties would be good to consider at this time with an emphasis on past choices of the Lake Park Bandshell and the Winona Water Works building. Commissioner Dretske asked if the Octagon House at 317 Lafayette Street could be added to the priority list. Mr. Sims said it could be added if the Commission agreed. Commissioner Dretske mentioned that the homeowners are interested in having the property listed and that octagon properties are fairly rare and there may not be another surviving example in the City. r . Commissioner Hanson mentioned that the Colonial Theatre property at 166 Main Street should be considered for addition to the priorityistr future consideration of a grant in recognition of the excellent restoration work;, being; done. General discussion of the restoration work currently going on at that property ensued. Commissioner Jennings asked for clarificat ' 0n St. Paul' s Episcopal Church being included on the priority list. Sims noted that it is a property that could likely use some attention. Chairperson Hesser suggested that it is also a property that has an organization that could take action to support it after designation and the recent parks plan has drawn additional attention to facilities in the parks system. Commissioner Fluharty moved to put forward the Lake Park Bandshell for the April 10, 2020 Legacy Grant. Commissioner Hanson seconded the motion. All members present voted aye. Commissioner Henderson moved to include the Younger Building, Colonial Theatre, HERITAGE PRESERVATION COMMISSION MEETING MINUTES FEBRUARY 12, 2020 PAGE 3 and Octagon House to the priority list. Commissioner McEntaffer seconded the motion. All members present voted aye. 4. Winona Commercial Historic District Expansion Report Mr. Sims provided an update to the Commission that the Winona Commercial Historic District boundary expansion to include 102 Walnut Street and 159 East Second Street will be moving forward to the March 24, 2020 State Review Board. As part of that process, the HPC, through its historic representative is asked to provide comment to the SHPO regarding the boundary expansion. Mr. Sims suggested that the Commission provide comment at this public meeting for possible inclusion in a letter to be drafted by Chairperson Hessen as the historic representative and brought back to the Commission, . tie}next meeting for approval. r General assent to move forward was provicrythe Commission. State Review Board —Winona Commercial Historic District Expansion PREPARED BY: Luke Sims DATE: March 11, 2020 In January, 2020 the HPC was notified that the Minnesota State Review Board would be considering the boundary expansion of the Winona Commercial Historic District to include 102 Walnut ( Erpelding Block) and 159 East Second Street ( Wiebel' s Hotel). In part, this notice invited the HPC to provide comment following a reasonable opportunity for public comment, and in consultation with a Commission member meeting federal history standards. In part, it is also suggested that any feedback to the State Review Board should serve to certify that the nomination meets applicable National Register Criteria. In addressing the previous: 1. This boundary expansion was initiated by the HPC and, during the past two to three year period, has involved a number of steps inviting public input/ comment through this body and the Winona City Council. Additionally, various Commission members have been engaged with affected property owners in this matter, and the downtown expansion has been covered through the press. 2. Genia Hesser, chair of the HPC and its history representative, has drafted the attached letter of support. 3. HPC comments to the State Review Board should serve to certify that the nomination will meet one, or more, of those National Register Criteria found on the attached. At its February meeting, the Commission reviewed the request for comment and the documentation supporting boundary expansion. In this case, Commission comments relate to Criteria A, relating to events that have made a significant contribution to the broad patterns of our history. Should the Commission concur with the letter prepared by Chair Hesser and the attached resolution, a motion to adopt both and forward onto the State Historic Preservation Office would be in order.  2020 City of Winona Historic Preservation Commission Resolution # 114 WHEREAS the City of Winona, Minnesota, by and through its Heritage Preservation Commission, has overseen the process of preparing a boundary expansion to the Winona Commercial Historic District; and WHEREAS the process did include opportunity for public input and review through the public bodies involved in the City of Winona; and WHEREAS did receive notice that the Minnesota State Review Board will consider nominations to the National Register of Historic Places. NOW, THEREFORE, BE IT RESOLVED that the HERITAGE PRESERVATION COMMISSION OF THE CITY OF WINONA supports the boundary expansion of the Winona Commercial Historic District to include 102 Walnut Street ( Erpelding Block), Winona, Minnesota and 159 East Second Street ( Wiebel' s Hotel), Winona, Minnesota. BE IT FURTHER RESOLVED That this support is granted pursuant to Commission findings that the boundary expansion meets National Register Criteria ( A). 11th Adopted this day of March, 2020. Pursuant to the request for comment received from your office to review the boundary expansion of the Winona Commercial Historic District to include 102 Walnut Street and 159 East Second Street, the Winona Heritage Preservation Commission supports the proposed expansion. Having overseen the process of preparing the documentation for the boundary expansion and reviewed the documentation prepared for the boundary expansion, the Winona HPC feels the expansion meets the historical criteria for the National Register of Historic Places. Winona Arts Center PREPARED BY: Luke Sims DATE: March 11, 2020 Steven Bachler from the Winona Arts Center asked to be included on the March HPC agenda to potentially discuss the future plans of the center and its building located on the corner of Franklin Street and Fifth Street.  Heritage Preservation Commission AGENDA ITEM: 6. The meeting is noticed to the public at least three days in advance and Commissioners may attend.  Heritage Preservation Commission AGENDA ITEM: 7. Committee Reports PREPARED BY: Luke Sims DATE: March 11, 2020 Reports from the subcommittees of the Winona HPC shall be made here. Certificate of Appropriateness ( COA) Committee The Certificate of Appropriateness Committee met to consider three Certificates of Appropriateness between the February, 2020 and March, 2020 regularly- scheduled meetings: 160 Lafayette Street ( non- contributing property to the Winona Commercial Historic District) The COA Committee approved new signage to be erected at 160 Lafayette Street, which will be aluminum letters on a black background 160- 162 Franklin Street ( contributing property to the Winona Commercial Historic District) The COA Committee met to consider new windows along the primary and secondary facades of the building at 160- 162 Franklin Street as well as the replacement of a carport that collapsed in 2019. The windows matched replacement windows previously approved along the south- facing secondary façade of the same building. 51 East Third Street/ Choate Building ( Contributing property to the Winona Commercial Historic District) The COA Committee met to consider new window openings and windows along the south- facing secondary façade of the Choate Building. The window openings match previous openings that were filled and covered with stucco in the past. Education Committee The Education Committee is considering a potential use of budgeted funds up to $ 3, 000 for interpretive signage and/ or physical designation implementation in historic districts.
