Adjourn MINUTES The meeting was called to order by the Mayor at 6:10 p.m. The meeting began with the Pledge of Allegiance led by Deputy Mayor Corrigan. SWJ Hospitality Inc dba Mule Bar – 1st Class Liquor, Outside Consumption, Restaurant Lic., Sidewalk Usage Permit March 28, 2016 Agenda Winooski City Council  MOTION by Councilor Corrigan seconded by Councilor Sweeney to approve the 1st Class Liquor Licenses, Restaurant Licenses, Sidewalk Permits, Outside Consumption Permits, Pool Table Licenses and Entertainment Permits and all monies due and owing to the City as presented. Voted and passed 4-0. b. Approval: Outside Consumption Permit -Regular Veterans Association Mr. Lemieux, Manager of the RVA is requesting an outside consumption permit. He stated that they are applying for the outside consumption permit first and if approved they would be applying for a building/zoning permit to build a suspended deck on the Railroad Lane side. The City Manager said this would require permitting through Zoning and DRB. This also would be in the City’s Right of Way. The Mayor said there have been extensive neighborhood concerns with noise and smoking. Mr. Audy said we have had a couple of meeting with individuals and as a group. Councilor Corrigan said there are too many questions, the City Right Of Way, parking situation. It doesn’t seem prudent at this time. The City Manager said she has had email conversations with one land owner. Mr. Audy said there was a renovation project done unbeknownst to the City and was issued an outside consumption permit. Councilor Millar said he would not vote on this tonight. Councilor Sweeney is uncomfortable moving forward with this. The Mayor said he was not inclined to grant this in a neighborhood. Councilor Mace is also uncomfortable with it. MOTION by Councilor Millar seconded by Councilor Sweeney to approve the outside consumption form for the RVA as presented. Voted and Rejected 0-4. Approval denied. c. Approval: 2nd Class Liquor Licenses, -Beverage Warehouse – 2nd Class Liquor -Cameron’s Convenience dba Happy Belly Deli &Grill -2nd Class Liquor License, Restaurant Lic., Sidewalk Usage Permit -KRG Enterprises, Inc dba Sammy’s Quick Stop – 2nd Class Liquor Lic. -Simon’s Premium Gas dba Simon’s Winooski Store & Deli – 2nd Class Liquor Lic. -Vezina, Pamela dba Chick’s Market – 2nd Class Liquor Lic. Voted and passed 4-0. d. Approval: Restaurant Licenses -Westside Deli – Restaurant Lic. -Pho Dang – Restaurant Lic. MOTION by Councilor Sweeney seconded by Councilor Millar to approve the Restaurant License as presented. Voted and passed 4-0.
