Adjourn May 21, 2018 Winooski City Council MINUTES The Mayor called the meeting to order at 6:00 p.m. The meeting began with the Pledge of Allegiance led by Deputy Mayor Nicole Mace. III. Agenda Review – None IV. Public Comment – None V. Consent Agenda MOTION by Councilor Mace seconded by Councilor Lott to approve the consent agenda as presented. Voted and passed 3-0. Councilor Covey voted via FaceTime. VI. City Update The City Manager gave the following updates: • Council Retreat – June 2nd from 9:00 to 1:00 at the OCC. Staff have met to put together our recommendations. A memo will be shared with you this Friday in advance of the Retreat on Jun 2nd. • Website update – Completed review of the RFP responses. Recommendation on June 4th. • Public Works Week – “Fill-a-Public-Works Truck” in partnership with the New England Chapter of the APWA and the Winooski Food Shelf – May 21st – 26th. Truck with banner outside food shelf accepting donations all week. • City is full of events and opportunities to connect ᴼ Volunteer Appreciate Day – Wednesday night at 6:30 at the Senior Center ᴼ Memorial Day Parade to be held on Main Street at noon on Saturday, May 26th. Meet at HS parking Lot. Set up at 11:00 am and kick off at noon. ᴼ Fish Chowder Championship will be held on the Riverwalk on Saturday, 5/26 5-8 pm. ᴼ Winooski Farmers Market opens on Sunday, 5/27 10 am – 2 pm. ᴼ The City is co-sponsoring Discover Jazzfest in Winooski for the week of 6/1-6/10, there will be evening Jazz in the Rotary Park on the weekends, Sabayuma for Winooski Wednesday, and jazz yoga from 12-2 pm on Saturday 6/2. ᴼ Winooski Wednesdays – Summer Concert Series in Rotary Park. First show is 6/6! • Administrative front ᴼ ICMA-RC transition is underway with an anticipated completion date of September 21. ᴼ City-wide Respect in the Workplace training in June – for compliance but also as part of building strong, supportive, work place culture. ᴼ Supervisor Trainings – EAP Supervisor Orientation and Managing Humans (a supervisory companion May 21, 2018 Winooski City Council training to Respect in the Workplace) • Rats – remind residents of ways to rid property of vermin and take care of one another. ᴼ Exterminate any known rats after careful consideration of options and with professional assistance. ᴼ Review your homeowner’s insurance. Some insurance covers pest removal. ᴼ Eliminate opportunities to nest. ᴼ Store any garbage in metal or heavy plastic containers with tight-fitting lids. Same goes for compost. ᴼ Remove uneaten pet food and store pet food in secure containers. Please remember that birdseed. Store that in a secure container as well. ᴼ The City does not take action on other people’s property. We do encourage the community to be diligent about keeping their property safe and limiting opportunities for rodents to find food and shelter. • Today, Janet is celebrating 28 years of service with the City! • Weaver Street Bike Lane – Pilot program will take place for 10 days. There is a community meeting at St Francis School tomorrow night. VII. Council Reports Councilor Lott – none Councilor Mace –none Councilor Covey said that there will be a special Public Safety meeting tomorrow night. VIII. Regular Items: a. Discussion: Chittenden Solid Waste District Annual Budget Presentation Ms. Sarah Reeves, General Manager for CSWD was here tonight to present the annual budget for FY19. She first wanted to thank Ted Regula, Winooski Representative to the board for his past participation. Ms. Bryn Oakleaf, alternate to the board will be stepping up to take over his role. Ms. Reeves gave a brief overview of what CSWD is all about; whom they service, the number of people that use their service and approximate number of people they employ. They strive to keep their fees affordable; however, they are finding that while recycling numbers are remaining steady, trash numbers are increasing. She wanted to let citizens know that with the upcoming 2020 mandatory recycling of food scraps, CSWD offers free workshops on composting to assist with Act 148. Councilor Lott had one concern with the upcoming mandate, that our ordinance has no mention of composting. The City Manager said that will be addressed. b. Approval: Wofsgart Airout Event Permit Application Ms. Carrington said she received an application to hold the annual Wolfsgart Airout event on Saturday, August 4th, 2018... This gathering of high-end show cars is proposed to be held on Winooski Falls Ways, and will require closure of the street between Cascade Way and the circulator from 3:00 to 10:00 pm. Staff reviewed the application at their April 18th event review meeting and established the following conditions; • If the apron of the Rotary is used for any show cars, the event sponsor is required to provide volunteer crossing guards. • Event sponsor will coordinate with local businesses to co-promote • Barricades will be provided by DPW to prevent participants from crossing the Rotary outside designated crosswalks. Ms. Carrington said the staff recommends approval for this event. MOTION by Councilor Mace seconded by Councilor Lott to approve Wolfsgart Airout Event Permit Application as presented. Voted and passed 3-0, Councilor Covey voted via FaceTime. May 21, 2018 Winooski City Council c. Approval: Winooski Memorial Day Parade Event Permit Application Ms. Carrington said the Winooski VFW has submitted an application to hold the annual Memorial Day Parade on Saturday, May 26th, 2018. The staff reviewed the applications at the February 21st event review meeting. This event involves the closure of Main Street between Tigan and Maple Street for the duration of the parade. Formation will be at 11:00 am at the Winooski High school parking lot and step-off will be at noon. The parade will end at the VFW where a ceremony and barbecue will follow. City Council is invited to participate in the parade and the ceremony. Staff required no conditions. Ms. Carrington said the staff recommends approval for this event. MOTION by Councilor Lott seconded by Councilor Mace to approve the Winooski Memorial Day Parade Event Permit Application as presented. Voted and passed 3-0, Councilor Covey voted via FaceTime. d. Approval: Appointment: Chittenden County Regional Planning Commission (CCRPC) Representative and Alternate The City Manager said we are here tonight to re-appoint Mike O’Brien as our Winooski Representative to the CCRPC Board. Mike also is the Chair of the Winooski Planning Commission. We are also looking to appoint Abby Bleything as an alternate. Abby currently serves alongside of Mike on the Planning Commission. The Mayor said what a great job Mike and Abby have done serving the City of Winooski. He is pleased to appoint them both to the CCRPC Board. MOTION by Councilor Lott seconded by Councilor Mace to approve the appointments of Mike O’Brien, Representative and Abby Bleything as alternate to the CCRPC Board as presented. Voted and passed 3-0, Councilor Covey voted via FaceTime. e. Approval: Appointment: Chittenden County Regional Planning Commission’s Transportation Advisory Committee (TAC) Representative and Alternate The City Manager said we are looking to appoint Jonathan Rauscher as Representative and Ryan Lambert as Alternate. Jon is the Director of Public Works and Ryan Lambert is the DPW Project Manager. In the absence of a current TAC member, both Jon and Ryan have been attending these meetings. MOTION by Councilor Lott seconded by Councilor Mace to approve the appointments of John Rauscher, Representative and Ryan Lambert as alternate to the TAC Board as presented. Voted and passed 3-0, Councilor Covey voted via FaceTime. f. Approval: Appointment Chittenden County Regional Planning Commission’s Clean Water Advisory Committee (CWAC) Representative and Alternate The City Manager said we are looking to appoint Tim Grover as Representative and John Choate as Alternate. Tim is currently an Equipment Operator III at the Wastewater Treatment Plant and John Choate is the City’s Utility Manager. MOTION by Councilor Mace seconded by Councilor Lott to approve the appointments of Tim Grover, Representative and John Choate as alternate to the CWAC Board as presented. Voted and passed 3-0, Councilor Covey voted via FaceTime. g. Discussion: Myers Pool – Preliminary Engineering and Cost Projections Review The City Manager gave a brief background of the pool’s history to a packed audience. She said the City got approval in November of 2017 to spend $20,000 on preliminary engineering. Weston & Sampson was hired and they worked closely with our Community Services Director to put together a model that would encompass the needs/wants of the community. On March 19, 2018, the City Council received a report from Ray Coffey and the Project Manager, Mark Mariano on the Preliminary Engineering Report and Cost Estimate for replacement of the Myers Memorial Pool. On April 2, Mr. Coffey presented a follow up memo, which May 21, 2018 Winooski City Council addresses several questions/requests for additional information, which the City Council posed. A few more requests were made at the April 2nd meeting including; they want to see a model that showed the impact of removing the “luxury” items from the base cost, potential fiscal impacts of this project on future Community Services programs, facilities and initiatives and finally a timeline of steps required to get to an August Bond vote on this project. Mr. Coffey presented his findings to the Council; see the attached memo for in depth adjustments and projections. Mayor Leonard thanked Mr. Coffey for his diligence in bringing answers back to the Council. At this time, the Mayor opened the discussion up for public comment. Discussions ensued from the audience with various comments in favor of moving forward with installation of a new pool. Members from the current Pool Committee were present to give an update of their fund raising efforts. At this time, they are currently down some members and are aggressively looking for more support so their efforts have been slow moving. There were several comments and concerns over the timeline of the pool’s progress; what model the Council is going to move forward with, are we going to be in time to have the bond vote on the August ballot and what is the timeframe for construction if the vote is passed? The Mayor thanked the audience for their attendance and encouraged them to reach out to a Council member; emails are on our website, to voice your concerns. The Mayor turned back to the Council for their final comments. Councilor Mace thinks the Council needs to make a decision, vote in August and if it does not pass then we can re-group and go back in November. She also thinks we need to make a decision on the slide and community room. Councilor Lott was in agreement with Councilor Mace. It was a consensus that the Council would like to see an expanded detail on each option presented and then they will come back with a decision on which option to go with and when to go for a vote, either August or November. h. Discussion: Main Street Revitalization – Next Steps Jon Rauscher, Public Works Director presented and outline of current efforts and the next steps associated with the Main Street Revitalization project development and evaluation. See attached memo. Mr. Rauscher also wanted to let the Council know that Public Works, in partnership with CCRPC, VHB and Local Motion have painted the bike lane markings along Weaver Street for the pilot program. The pilot will run from June 1st to June 10th. The purpose of this pilot is for data collection, to measure traffic speeds and to see the number of bikes using it. There will be a public informational meeting tomorrow night at St. Francis School beginning at 6:00 pm. All are encouraged to attend. MOTION by Councilor Lott seconded by Councilor Mace to go into Executive Session at 9:05 pm to discuss pending litigation to which the public body is a party – UMB Bank N.A. v. City of Winooski and to invite Jessie Baker, City Manager as presented. Voted and passed 3-0. Councilor Covey votes via FaceTime. MOTION by Councilor Mace seconded by Councilor Lott to adjourn the City Council meeting at 9:35 pm. Voted and passed 3-0.
