Adjourn MINUTES The Mayor called the meeting to order at 6:00 pm. The Pledge of Allegiance was led by Councilor Colston. Members Present: Mayor Kristine Lott Councilors: Hal Colston, James Duncan, Amy Lafayette and Mike Myers. Officers Present: Jessie Baker, City Manager; Janet Brouard, Sr. Asst City Clerk; Angela Aldieri, Finance Director. Others Present: - None III. Agenda Review – None IV. Public Comment – None V. Consent Agenda MOTION by Councilor Myers seconded by Councilor Duncan to approve the City Council Minutes of June 17, 2019 as presented. Voted and passed 3-0. Councilors Colston and Councilor Lafayette abstained. MOTION by Councilor Myers seconded by Councilor Colston to approve the Payroll Warrant ending 6/2/2010 to 6/15/2019, Warrant ending June 21, 2019 and the ACH Vendor Authorization-ICMA as presented. Voted and passed 4-0. VI. City Update – None VII. Council Reports Councilor Myers – None Councilor Lafayette said that Winooski Downtown Association has set August 11th as French Heritage Day. Mayor Lott said she filmed the World of Winooski and it went well. Councilor Colston said he attended the Equity Team Debriefing meeting regarding the previous Summits that were held. He said they came up with 2 recommendations that will be further developed. The first is to form an Equity Council Liberation Leadership Team to further their mission and the second is to expand the cultural liaison position to a full time year round position that involves the school. More to come. Councilor Duncan said he was happy to report that he had two volunteers to help with the tree inventory. VIII. Regular Items a. Approval: Set FY20 Tax Rate – J Baker The City Manager gave an overview on how the tax rate is calculated. She said that the City Assessor lodged a grand list that is up 3.79M from last year or .75%. When the FY20 budget was built we assumed a .76% growth, so we were right on track. We are recommending that the tax rate be set at $1.1295. MOTION by Councilor Lafayette seconded by Councilor Myers to approve setting the FY20 Tax Rate as presented. Voted and passed 4-0. b. Approval: Burlington International Airport 1. Noise Exposure Map Comment 2. Noise Compatibility Program Comments The Mayor said this was conditionally approved at the last meeting however there were a few minor changes that needed to be updated. She asked if either Councilor Colston or Councilor Lafayette had any additional questions/comments since they weren’t at the last meeting. All were in favor of the two items as presented. MOTION by Councilor Duncan seconded by Councilor Colston to approve the Burlington International Noise Exposure Map and the Noise Compatibility Program as presented. Voted and passed 4-0. XI. Adjourn MOTION by Councilor Myers seconded by Councilor Colston to adjourn the City Council Meeting at 6:10 pm. Voted and passed 4-0. ___________________________________________ Asst. City Clerk
