City Updates • Friday, January 31, 2020 at 4:30 p.m. is the deadline to file petitions for City Council and School Board members. • Videos • There will be a New American Voting event on Saturday, February 8 from 11:00 a.m. to 1:00 p.m. at the Winooski O’Brien Community Center. All are invited. I will be bringing a voting booth, voting registration forms and absentee request to the event. • Met with the Rail last week. It’s likely that this work will happen the fall of 2020. The shutdown is likely to only last 3 to 5 days. Traffic will be detoured during this time. • Programming o Registration for Thrive February Vacation Camp is open. Full-day February Vacation Camp provides a safe and enriching environment for children in grades K-5 during the time off from school. This year’s camp will be Tropical Beach themed, so we will enjoy games, crafts, and science experiments designed to help us forget about the cold weather! Visit the City's website to sign up today o Mister Chris at the Winooski Memorial Library Vermont PBS celebrity and children’s entertainer Chris Dorman, aka Mister Chris, will be performing a solo acoustic set at the Winooski Memorial Library. Wednesday, February 12, 2020 12 PM @ the Winooski Memorial Library (32 Mallets Bay Ave.) This event is free and open to all - everyone is welcome, including grownups! o Movie Nights at the Senior Center. Free popcorn or purchase items from the snack bar. Friday, February 7, 2020 / 6 - 8 PM and Friday, March 6, 2020 / 6 - 8 PM. Public Hearing – 6:00 P.M. The Mayor called the Public Hearing to or at 6:08 p.m. to discuss the FY21 Budget and Capital Plan across all funds. There was no discussion and the Public Hearing closed at 6:09 p.m. IX. Regular Items a. Approval: FY21 General Fund Budget and Capital Plan – J Baker MOTION by Councilor Lafayette seconded by Councilor Colston to approve the FY21 General Fund Budget and Capital Plan as presented. Voted and passed 4-0 b. Approval: 2020 Town Meeting Day Warning – J Baker MOTION by Councilor Myers seconded by Councilor Duncan to approve the 2020 Town Meeting Day Warning as presented. Voted and passed 4-0. The City Manager gave an overview of the next four agenda items with the approval of the FY21 budget as presented. The next votes are the votes that are required to make that happen. You are obligated to vote to approve the Annual Meeting Warning which says the actual General Fund Budget numbers is and the amount to be raised by property taxes. We are then asking you to approve the two Water/Wastewater Rates Resolution and approve all the other fund budgets. c. Approval: Resolution: FY21 Water Rates – An Aldieri and J Rauscher MOTION by Councilor Colston seconded by Councilor Myers to approve the Resolution for the FY21 Water Rates as presented. Voted and passed 4-0. d. Approval: Resolution: FY21 Wastewater Rates – A Aldieri and J Rauscher MOTION by Councilor Duncan seconded by Councilor Myers to approve the Resolution for the FY21 Wastewater Rates as presented. Voted and passed 4-0. The City Manager said we are asking tonight for your approval of the FY21 Funds Budgets (Water, Wastewater, Parking, Community Services Programs, Community Justice Center, Tax Increment Financing District, and Rental Registry). What we are not asking you to approve tonight is Winooski Community Development Corporation fund budget. The reason or that, with the approval of the TIF budget you are allocating payment of the CDC note. At the beginning of your next meeting will ask that you convene as the CDC Trustee’s receive that payment and allocate back to the City for Community Development purposes. At your regular meeting next week we will ask you to approve the CDC budget. e. Approval: FY21 Funds Budgets (Water, Wastewater, Parking, Community Services Programs, Community Justice Center, Tax Increment Financing District, and Rental Registry) – J Baker MOTION by Councilor Colston seconded by Councilor Myers to approve the FY21 Funds Budgets (Water, Wastewater, Parking, Community Services Programs, Community Justice Center, Tax Increment Financing District, and Rental Registry as presented. Voted and passed 4-0. f. Approval: Low Income Housing Tax Credit Letter of Support for 223 East Allen St – H Carrington Ms. Carrington said we are here tonight with Green Mountain Development Group, in collaboration with Dagesse Company, they have requested a letter of support from the City of Winooski for their Low Income Housing Tax Credit (LIHTC) application for 223 East Allen Street. The proposed project will be a true mixed- income development, with 35 affordable units and 11 market rate units. A zoning conformance memo has been provided by the Planning and Zoning Manager. The proposed project aligns with the City strategic vision and Master Plan goals of maintaining housing affordability, and a letter of support for LIHTC for the project would continue our City commitment to affordability and housing development to meet our community’s needs. Ms. Carrington said staff recommends approval for the letter of support. MOTION by Councilor Lafayette seconded by Councilor Colston to approve 223 East Allen Street Letter of Support for a Low Income Housing Tax Credit Application as presented. Voted and passed 4-0. g. Approval: City Manager’s Review Process – K Lott The Mayor said annually as Jessie’s bosses we go through a review process with her just as other staff do here at the City. We have outlined in this memo a review process, leadership team members, us as council to give feedback. We did list executive session tonight just in case we wanted to get into the weeds on anything, generally the content of the memo is fine to discuss. The City Manager said as she was going over the documents this weekend she failed to put on this document for the opportunity for her to do a self-evaluation and to do some stage setting around our shared expectations, I would like to do that and follow the same schedule and provide that to you as part of the comment, but I didn’t call it out specifically on here, so I wanted to bring it up now. I think a year into a very new Council I think it is an opportune moment to talk about generally how things are going and make sure we are all on the same page about expectations. This is very close to the processes that we have followed that last two years. The Mayor said Amy as our Administrative Liaison is going to manage the paper work flow. We will all have a chance to use this tool for grading and narrative feedback. She will compile and aggregate of all our feedback and will have a chance to review that and we will have an executive session to discuss the results. See attached outline of memo. The results will be compiled on February 12, 2020 and on February 13, 2020 send out past years. MOTION by Councilor Myers seconded by Councilor Duncan to approve the City Managers Annual Performance Evaluation as presented. Voted and passed 4-0.
