Call to Order ii. Pledge of Allegiance iii. Regular Items a. Discussion/Approval: Investigation of Domestic Vicious Pet – J Audy Iv. Adjourn MINUTES The Mayor called the meeting to order at 6:00 pm. Councilor Colston led the Pledge of Allegiance. Members Present: Mayor Kristine Lott Councilors: Bryn Oakleaf, James Duncan, Hal Colston and Michael Myers Officers Present: Phoebe Townsend and Jon Rauscher, Co-interim City Manager: Janet Brouard, Sr. Asst City Manager; Angela Aldieri, Finance Director; Heather Carrington, Economic Development Manager; John Audy, Fire Chief; Ray Coffey, Community Services Director; Eric Vorwald, Planning/Zoning Manager; Yasamin Gordon, Equity Director; Rick Hebert, Police Chief. Others Present: Town Meeting TV; Heid Brosseau, Stephanie Gingras, Dog Control Officer; Keith Doherty; Meghan O’Rourke, Town Meeting TV III. Regular Items a. Discussion/Approval: Investigation of Domestic Vicious Pet – J Audy The Mayor began the meeting by saying that the Council is acting as the Board of Health to act upon this incident involving a domestic vicious pet. Stephanie Gingras, Winooski Dog Control Officer was present to give overview of the incident. Heidi Brosseau, victim was also present to give her reenactment of the incident. Ms. Brosseau said she is here tonight to insure this doesn’t happen to someone else. However, traumatic this was to her, she will recover but hates to think what would happen if this were a child. Discussion ensued over the incident, all Council members offered there heartfelt thanks to Ms., Brosseau for coming forward and all wished her a speedy recovery. They all had concerns that the dog owner failed to show up to the meeting. The Mayor and Council offered their opinions as to the proposed outcome, offering suggestions for repercussions. They include but not limited to; permanent muzzle when outside, fine for lack of vaccination, proof of behavioral training, confined to Winooski Falls Park only. The Mayor thanked Ms. Brosseau for being here tonight and wished her well. Ms. Brosseau was content with the suggestions offered and said she is happy with the Councils actions and is proud to live in Winooski. MOTION by Councilor Myers seconded by Councilor Colston to apply the following stipulations on the dog owner; the dog will be permanently muzzled when outdoors, confined to only the Winooski Fall Park area until enrolled in a training course that is acceptable to our Town Health Officer and require them to show proof of enrollment within 60 days. Voted and passed 4-0. IV. Adjourn MOTION by Councilor Myers seconded by Councilor Duncan to adjourn the Board of Health meeting at. 6:45 pm. Voted and passed 4-0.
