MINUTES
The Mayor called the meeting to order at 5:46 pm. Deputy Mayor Duncan led the Pledge
of Allegiance.

Elaine Wang, City Manger; Janet Brouard, Sr. Asst City Clerk; Angela Aldieri,m Finance

VI. Consent Agenda
a. Approval: Liquor Control and City Council Minutes of 6/21/2022
b. Approval: Certificate of Project Completion – Hickok Street
MOTION by Councilor Renner seconded by Councilor Hurd to approve the Consent Agenda
as presented. Voted and passed 4-0.
V. Regular Items
a. Approval: Set the FY23 Tax Rate – A Aldieri
Ms. Aldieri gave an overview of how the tax rate is calculated. Each June the City
Assessor lodges the grand list. This value change from year to year as buildings are
demolished, new buildings built or properties are improved. The growth this year which
came in at 1.21% was primarly due to two properties. (211 Main Street and 355 Main Street)
The budget that was approved in March by the voters was built with a .8% growth. Ms.
Aldieri said based on calculations the FY23 muncipal tax rate comes in at $1.1893. The
FY22 municipal tax rate was $1.1622 threfore the FY23 rate reflects and 2.33% increase.
During the budget process a 2.89% increase was predicted. Mayor Lott said this was a
pleasant surprise and she thanked staff for all their hard work to make this happen.
MOTION by Councior Oakleaf seconded by Councilor Duncan to approve setting the
municipal tax rate at $1.1893 as presented. Voted and passed 4-0.
MOTION by Councilor Renner seconded by Councilor Hurd Pursuant to 1 V.S.A. Section 313
(1) (B) labor relations agreement with employees and specifically the American Federastion
of State, County and Municipal Employees feel that further discussions should be held in
Executive Session. Voted and passed 4-0.
VI. Executve Session
a. Executive Session Pursuant to 1 V.S.A. Section 313 (1) (B) labor relations
agreement with employees and specifically the American Federastion of State, County
and Municipal Employees
MOTION by Councilor Duncan seconded by Councilor Oakleaf to enter Executive Session at
5:53 pm and to invite City Manager, Elaine Wang and Finance Director, Angela Alideri.
Voted and passed 4-0.
MOTION by Councilor Duncan sconded by Councilor Renner to exit Executive Session and
reconvene the City Council meeting at 6:02 pm. Voted and passed 3-0
VII. Regular Items
a. Approval: Ratify Labor Relations Tenatative Agreements with Amreican
Federation of State, County, and Municipal Employees for FY23-25.
MOTION by Councilor Renner seconded by Councilor Oakleaf to approve ratifying the
Labor Relations Tentative Agreements with American Federation of State, County, and
Municipal Employees for FY23-25 as presented. Voted and passed 4-0.
VIII. Adjourn
MOTION by Councilor Hurd seconded by Councilor Renner to adjourn the meeting at 6:07
pm. Voted and passed 4-0.
