Adjourn Minutes The Mayor called the meeting to order at 6:00 pm. Councilor Oakleaf led the Pledge of Allegiance. Members Present: Mayor Kristine Lott Councilors: Bryn Oakleaf, Aurora Hurd, Thomas Renner and James Duncan via Zoom Officers Present: Elaine Wang, City Manager; Angel Lane, Asst. City Clerk; Jenny Willingham, City Clerk; Paul Sarne, Communications Manager; Jon Rauscher, Public Works Director; Angela Aldieri, Finance Director; Ray Coffey, Community Services Director Others Present: Connor Daley, Kathleen Kemp, Town Meeting TV III. Agenda Review – None IV. Public Comment – None V. Consent Agenda – MOTION: by Councilor Renner seconded by Councilor Hurd to approve the City Council Minutes of 9/6/22, Accounts Payable Warrant of 9/15/22 Subsequent to Payout Warrants for June, July, August 2022 and the Payroll Warrant 8/21/22 – 9/3/22 as presented. Approval: Payroll Warrant 8.21.22 - 9.3.22 VI. Council Updates – Councilor Hurd – stated that the Winooski Pride Event was a very big success. Councilor Hurd also shared the Safe, Healthy, Connected People Commission’s update from the library. There were some very impressive numbers presented from our “Small but Mighty” library. These numbers include over 3,300 card holding members, 400 new members in the last year, 6,000 in person visits and over 3000 in attendance for 442 different programs. Councilor Hurd stated that they make very good use of their space, but that space continues to be an issue. Councilor Oakleaf – also shared that the Winooski Pride Event was a resounding success. A special thanks to Downtown Winooski for their work in pulling the event together. An estimated 600 people attended the event. The Municipal Infrastructure Committee welcomed a new Commissioner, Michelle Metzler and Nick Wolfe, Inclusion & Belonging Commissioner. The Commission discussed ARPA funds, some department priorities and just spent some time getting to know each other. Also, Councilor Oakleaf shared that the CSW ballots are available. Councilor Renner – also wanted to echo the success of the Winooski Pride Event. When asked what was the most enjoyable part of the event, Councilor Renner stated that the Drag Queens gave an amazing performance. Councilor Duncan – Mentioned that the Housing Commission would be meeting next week. Mayor Lott – was a participant along with City Manager Elaine Wang to select a new director for the Burlington International Airport. It was announced that Nick Longo was chosen to serve in that position. The Finance Commission met last week. The Planning Commission continues to work on historic preservation. The Grand Opening of Butternut Grove Condos was exciting and a success. All the units have been sold. Mayor Lott attended the Town Meeting TV Trustees meeting. Also, the City Council attended the first part of a two-part equity training program. VII. Learn more at cswd.net • An amendment to Act 250 Permit 4C-0235-5F has been filed with the District 4 Environmental Commission. This amendment is for the expansion of an industrial building located at 11 Tigan Street. This project went through site plan review with the Development Review Board in August. VIII. Regular Items a. Discussion FY24 Budget Planning - Angela Aldieri, Finance Director The FY24 budget process will follow the methods established in prior years. The City Manager will present a proposed budget with all budgets presented simultaneously. This will provide the most complete picture of the City’s financial position and operations. Angela Aldieri, Finance Director presented the memo outlining the proposed plan and schedules. There was no discussion. b. Discussion: ARPA Input Update - Elaine Wang, City Manager/ Paul Sarne, Communications Manager The memo was presented by Paul Sarne, Communications Manager and City Manager Elaine Wang. The survey is ongoing and still posted on the website. There were some questions from Council that were satisfied. c. Discussion: Goal Update: Municipal Infrastructure - Jon Rauscher, Director of Public Works Jon Rauscher, Director of Public Works presented the overview and status of the first goal update. Some Q&A ensued. d. Discussion/Approval: Traffic Calming Manual and Policy - Jon Rauscher, Director of Public Works Jon Rauscher, Director of Public Works reviewed the revisions since the last review by Council. There was some discussion. MOTION: by Councilor Oakleaf seconded by Councilor Renner to approve the Traffic Calming Manual and Policy as presented. Voted and passed 4-0. e. Approval: Authorize City Manager to Sign the AFCSME Contract for FY23-25 - Elaine Wang, City Manager City Manager Elaine Wang presented this item for approval. There was a question by Councilor Hurd as to the missing text on page 19 item N. Training/Staff Development Leave. Angela Aldieri, Finance Director explained that this item is covered under the Personnel Policy and was removed in a previous version from the contract. MOTION: by Councilor Renner seconded by Councilor Hurd to approve authorizing the City Manager to sign the AFCSME contract for FY 23-25 with the correction of removing from page 19 item N. Training/Staff Development Leave. Voted and passed 4-0. f. Discussion/Approval: VLCT, PACIF and VERB Annual Meeting Voting Delegate - Mayor Kristine Lott City Manager Elaine Wang has offered to serve as the voting delegate. MOTION: by Councilor Oakleaf seconded by Councilor Renner to approve City Manager Elaine Wang as the voting delegate to VLCT, PACIF and VERB for the next year as presented. Voted and passed 4-0. g. Approval: Energy Efficiency Day Resolution - Councilor Bryn Oakleaf Councilor Oakleaf presented the resolution. MOTION: by Councilor Hurd seconded by Councilor Renner to approve the Energy Efficiency Day Resolution as presented. Voted and passed 4-0. IX. Adjourn – MOTION: by Councilor Duncan seconded by Councilor Renner to adjourn the City Council Meeting at 7:10 pm. Voted and passed 4-0.
