Approval: Accounts Payable June 22, 2023 C. Approval: Payroll Warrant Stale Dated Checks D. Approval: Council Authorization for Mayor to Sign Winooski Falls East Development (Lot 7D) – Settlement Agreement Minutes: None Motions: Councilor Oakleaf, seconded by Councilor Judge, motioned to approve City Council and Liquor Control board minutes of June 20, 2023. Motion passed 4-0, Councilor Renner abstained. Councilor Renner, seconded by Councilor Oakleaf, motioned to approve accounts payable for June 22, 2023, payroll warrant state dated checks, and Council authorization for Mayor to sign Winooski Falls East Development (Lot 7D) Settlement Agreement. Motion passed 4-0. V. Regular Items A. Discussion/Approval: Set the FY24 Municipal Tax Rate (Angela Aldieri, Finance Director) Minutes: Angela Aldieri, Finance Director, presented the 2024 Grand List for approval of the FY24 tax rate. After finalizing the adjustments (grievance, loss of structures due to fires, etc.) this resulted in a municipal tax rate of 1.2514. The 2024 Grand List increased 0.69%. The Local Agreement tax rate, which covers qualified veterans to have a veterans’ exemption applied to their property, results in a Local Agreement tax rate of 0.0012. Finance Director Aldieri informed Council that the education rates are unavailable at this time. She is seeking approval to calculate the education rate using the formula presented. Motion: Councilor Judge, seconded by Councilor Renner, motioned to approve the FY24 tax rate as presented. Motion passed 4-0. VI. Adjourn The meeting adjourned at 6:15 PM.
