Call to Order at 7:20 pm due to technical difficulties II. Pledge of Allegiance led by Deputy Mayor Bryn Oakleaf III. Agenda Review – The proposed Executive Session Regular Item VIII was not needed. IV. Public Comment - None Minutes: No public comment. V. Consent Agenda A. Approval: City Council Minutes and Liquor Control Board Meeting Minutes of October 6, 2025 B. Approval: Winooski Small Business Loan Fund- Main Street Construction Impact Loan Program Applications Motion: by Deputy Mayor Oakleaf seconded by Councilor Hurd to approve the Consent Agenda. Motion carried 3-0. VI. Council Reports – None VII. City Updates- None VIII. Proposed Executive Session- Not needed IX. Regular Items A. Discussion/Approval: Winooski Small Business Loan Fund- Main Street Construction Impact Loan Program Applications Minutes: This item was approved under the Consent Agenda B. Discussion: Interview Candidates for Council Vacancy City of Winooski 27 West Allen Street Winooski Vermont 05404 Vermont’s Opportunity City 802 655 6410 winooskivt.gov Three finalists appeared before the City Council. The finalists were: Eli Ogilvie, Logan Devaney and Al Turkos Minutes: Questions were asked from the Board to the three finalists: The questions ranged from budget proposals, additional equity work and what needs to be prioritized as well as any additional ordinances or policy changes. A final question was why the interest in being a Councilor? The responses were incorporating the City’s Policies and Priorities in line with the Strategic Vision. The finalists were thanked for their time and interest in this position. X. Proposed Executive Session A. Executive Session Pursuant to 1 V.S.A. §313 (3), the appointment or employment or Evaluation of a public officer or employee. Minutes: A discussion from Council that an executive session is warranted. Motion: by Deputy Mayor seconded by Councilor Hurd to enter into executive session at 7:48 PM. Motion carried 3-0. Motion: by Councilor Goodrich seconded by Deputy Mayor Oakleaf to exit executive session at 8:29 pm. Motion carried 3-0. XI. Regular Items A. Discussion/Approval: Appoint Person to Council Vacancy, Term Ending March 3, 2026 Minutes: The Council decided to appoint Al Turkos as interim Councilor starting on October 15, 2025, with the term ending on March 3, 2026. Motion: by Councilor Hurd seconded by Deputy Mayor Oakleaf to unanimously approve Al Turkos as Interim City Councilor effective October 15, 2025, and a term ending on March 3, 2026. Motion carried 4-0 with the Mayor voting in favor. XII. Adjourn Motion: by Councilor Hurd seconded by Deputy Mayor Oakleaf to adjourn at 8:30 PM. Motion carried 3-0.
