City of Winooski Development Review Board Hearing Minutes. Time and date: 6:30pm, September 15, 2016 Development Review Board (DRB) members present: Harland Miller, Chad Loseby, Kevin Lumkin. Others present: Dale Williams—applicant, Mark Alberelli, Paul Dreher. 6:35: Meeting called to order. 6:37: Harland Miller introduces DRB 6:40: Mr. Williams is sworn in and presents proposed “conditional use” detached cottage. 6:50 Mr. Alberelli is sworn in and presents potential property line dispute; he states that the actual location of the Western property line is 18” from the existing accessory structure. General discussion ensues. 7:40: Mr. Lumpkin suggested that due to the fact that the actual location of the property line is unknown, Mr Williams shift the proposed structure over to accommodate the setback requirements with the property line located where Mr. Alberelli believed it to be. 6:45: Mr. Williams agrees to locate the proposed structure 13’-6” from the property line as drawn. 7:50: Mr. Lumpkin makes motion to move to deliberative session. Mr. Loseby seconds. Motion carries. 7:58: Mr. Lumpkin makes motion to come out of deliberative session. Mr. Loseby seconds. Motion carries. 8:00: Driveway location discussed. 8:02: Mr. Lumpkin makes motion to move to deliberative session. Mr. Loseby seconds. Motion carries. 8:10: Mr. Lumpkin makes motion to come out of deliberative session. Mr. Loseby seconds. Motion carries. 8:15: Conditional Use Review read. Criteria (i).
