I. Call to order
Minutes/Notes: With a quorum present, Mr. Johnson called the meeting to order at 6:33pm and introduced the
members present. Mr. Johnson also asked for introductions from those present.
II. Changes to the Agenda:
Minutes/Notes: No changes to the agenda were noted.
III. Public Comments:
Minutes/Notes: No public comments were offered.
IV. Public Hearing - Conditional Use 250 West Allen Street:
Motion by: Kevin Second: Matt
Decision: 5 - 0 to approve the request with conditions.
Minutes/Notes: A motion was made by Mr. Bacewicz and seconded by Mr. Guyette to open a public hearing.
The public hearing was opened at 6:38pm and members present that would testify were sworn in by Mr.
Johnson. Next, Mr. Vorwald provided an overview of the application and noted that the proposed use was
permitted in the zoning district, but since the location of the new building was in the floodplain, it required
conditional use approval. Following Mr. Vorwald’s introduction of the application, Mr. Elliott provided
additional details regarding the processes, the location of the new facility, and a general overview of the
wastewater treatment process. It was specifically noted that the new headworks would not increase the
capacity at the facility but would modernize and mechanize several processes that were currently being done
manually.
Mr. Elliott also noted that since part of the funding for the project was from the State Revolving Loan Fund, all
applicable state and federal requirements related to floodplains would need to be followed. Additional
discussion related to floodplains, removal of grit from the process train, and jurisdiction for review of the
floodplains. Finally, Mr. Weissberger asked about the removal of the chlorine line. Mr. Elliott noted that the
chlorine line is not currently used and was installed in a previous phase. Since it is not being used it will be
removed from the facility.
With no other discussion on the project Mr. Lumpkin made a motion to close the hearing that was seconded by
Mr. Bacewicz. The DRB voted 5 - 0 in favor of the motion and the hearing was closed at 7:02pm.

Following the public hearing Mr. Lumpkin made a motion that was seconded by Mr. Miller to enter deliberative
session. The vote was 5 - 0 in favor of the motion and the deliberative session was opened at 7:03pm.
Deliberations began at 7:03pm. Later, Mr. Guyette made a motion that was seconded by Mr. Bacewicz to close
the deliberative session. The vote was 5 - 0 in favor of the motion and the deliberative session was closed at
7:07pm.
Following deliberations, Mr. Lumpkin made a motion that was seconded by Mr. Bacewicz to approve the request
with the condition that a project review sheet from the Agency of Natural Resources be provided to the City
prior to the issuance of a zoning permit. The vote was 5 - 0 in favor of the motion.
V. Approve Meeting Minutes from 12.12.2018:
Motion by: Kevin Second: Harland
Decision: 5 - 0 to approve minutes with corrections.
Minutes/Notes: Mr. Johnson noted two items for correction. All agreed to the editorial changes in the minutes.
VI. Administrative Follow-up:
Minutes/Notes: Mr. Vorwald provided an overview of administrative items that would be included on the City’s
new website. The primary item was rules and procedures for the DRB. Mr. Lumpkin volunteered to review the
existing rules and procedures to determine if it would apply to the DRB or if changes should be considered.
VII. City Updates:
Minutes/Notes: Mr. Vorwald provided updates on the Project Review Committee Meeting, hotel project in
Downtown, and noted that the approval of the variance for 77 Hood Street had been appealed.
VIII. Other Business:
Minutes/Notes: No other business was identified.

The Development Review Board (DRB) is a quasi-judicial volunteer resident board that upholds the standards and
procedures defined in the Winooski Zoning Ordinance. The DRB reviews and makes decisions on subdivisions, site
plans, conditional uses, variances, and appeals of the Zoning Administrator’s determinations.
