I. Call to Order

Mr. Bacewicz abstained as he did not attend the November meeting.
V. Public Hearing – 113 North Street – Conditional Use/Dimensional Waiver Request
Mr. Lumpkin opened a public hearing at 6:34pm to take testimony on a dimensional waiver for a
pre-existing non-conforming lot to accommodate the construction of a 56 square foot porch to
provide protection against the elements for a proposed new side entry door. He started the
meeting by swearing in those persons intending to provide testimony at the hearing.
Following Mr. Lumpkin’s introduction, Mr. Vorwald provided an overview of the project and why it
was before the Development Review Board. Specifically, Mr. Vorwald noted that this was pre-
existing non-conforming lot with a pre-existing non-conforming structure. As such, any increase
of non-conformity requires review and approval by the DRB. In this case, the applicant
proposed an encroachment into the side-yard setback.
After Mr. Vorwald finished his introduction, Ms. Roberts and Mr. Ramos as the applicants
provided an overview of the project. They indicated the new entryway would provide a second
means of access into the home. They also indicated other locations were evaluated for the
door, however the side of the home was the most logical given the interior layout. After Ms.
Roberts and Mr. Ramos provided testimony Mr. Lumpkin opened the hearing to public
comment. Ms. Bitzer indicated she was the adjacent property owner at 103 North Street and
had no issues with the proposal. Next, Mr. Weston asked about the process and why this
considered a conditional use. Mr. Vorwald provided an overview of the regulations which
provided an overview of the project. They indicated the new entryway would provide a second
means of access into the home. They also indicated other locations were evaluated for the
door, however the side of the home was the most logical given the interior layout. After Ms.
Roberts and Mr. Ramos provided testimony Mr. Lumpkin opened the hearing to public
comment. Ms. Bitzer indicated she was the adjacent property owner at 103 North Street and
had no issues with the proposal. Next, Mr. Weston asked about the process and why this
considered a conditional use. Mr. Vorwald provided an overview of the regulations which
categorize this as a condition use.
With no questions and no other testimony from the public, Mr. Lumpkin closed the hearing at
6:45pm. Mr. Lumpkin then explained the next steps in the process. Specifically, he indicated
the Board would enter a deliberative session, and then render a decision within 45 days.
VI. City Updates
Mr. Vorwald indicated that the City Council is working on the budget for FY 2022.
VII. Other Business
Mr. Vorwald noted the next meeting is scheduled for January 21, 2021 and the deadline for
materials to be submitted to the City is December 23, 2020.
