I. Call to Order

II. Changes to the Agenda
Mr. Lumpkin discussed a request from Mr. Parisi to move his item first. Mr. Lumpkin indicated
that, since the project for 32 Malletts Bay Avenue had already been reviewed by the Board there
should be fewer questions or comments. Mr. Lumpkin asked Mr. Vorwald if there was a sense
of who what in attendance for each item. Mr. Vorwald noted the attendees were generally split
between the two items. With that, Mr. Lumpkin decided to keep the agenda as posted.

IV. Approve Previous Meeting Minutes

V. Preliminary/Final Subdivision – 32 Malletts Bay Avenue
At the outset of the hearing, Mr. Lumpkin swore in everyone that would be providing testimony on
either item. Also, Ms. Goodrich indicated she had conflict with this application and recused
herself from participation.
Mr. Vorwald indicated this was a preliminary/final submission for a subdivision of land at 32
Malletts Bay Avenue. He stated that the Board previously offered two comments on the sketch
plan, with the substantive question relating to the access agreement for the new lot. Mr.
Vorwald indicated the agreement was still being finalized, but would be recorded in the City’s
Land Records to ensure perpetual access.
Next, Mr. Snyder discussed the overall project in the context of the subdivision. He identified
access points and provided general highlights about the subdivision. Mr. Weissberger asked if
the sidewalk would be impacted by the development. Mr. Rowe noted that the stairs for each
unit would encroach into the sidewalk, but there would still be six feet of width in those
locations. He further stated that the rest of the sidewalk would remain at approximately seven

feet in width. Mr. Vorwald added that the curb line for Malletts Bay Avenue would not be
changing as a result of the project.
With no additional questions or concerns from the Board, Mr. Lumpkin asked if there were any
questions from the public. No public comments were offered. Mr. Lumpkin thanked the
applicants for their participation.
VI. Conditional Use Request for Detached Cottage – 191 Hickok Street
Mr. Vorwald provided a brief overview of the application indicating that this was conditional use
request for a detached cottage. Mr. Parisi provided a more detailed review of the project
including the overall site plan and specific aspects of the proposed cottage, including the
orientation of the structure to the adjacent properties, parking, and access to the site. Mr.
Weissberger asked about the existing building and the encroachment on the setbacks related to
proposed modifications to the garage. Mr. Vorwald noted that it is considered a pre-existing
non-conforming use and that it can be improved or modified as long as the degree of non-
conformity does not increase.
Following additional questions by the Board, Mr. Lumpkin asked if any members of the public
desired to provide testimony. Mr. Ginal asked for information related to the height of the
proposed structure and potential impacts on the views from Malletts Bay Avenue. Mr. Parisi
noted the back of the lot was heavily wooded therefore the structure would generally remain
screened. Mr. Ferguson indicated concerns regarding privacy with his property to the south. He
stated that the new structure would sit approximately ten feet higher than the house at 183
Hickok and was concerned about privacy. Additional questions and discussion between the
neighboring property owners and the applicant continued related to privacy and options for
screening to limit the impacts on adjacent properties. Following these discussions, Mr. Lumpkin
asked for any additional questions from the Board or the public. With no additional questions Mr.
Lumpkin concluded the public hearing.
VII. City Updates
Mr. Vorwald noted that the search for the new City Manager was ongoing and the search
committee would be meeting and those sessions were open to the public.
VIII. Other Business
Mr. Vorwald indicated the next meeting would be on June 17th and there was one hearing to be
presented.
