Changes to the Agenda None III. Public Comment None IV. Approve Previous Meeting Minutes Decision: 4 – 0 Motion by: Mr. Guyette Second: Ms. Hayes Motion to approve the minutes as presented. V. 165 East Spring Street Proposed Subdivision – Sketch Plan Review Mr. Vorwald introduced this item and provided the Board with an overview of the sketch plan process, including the follow-up letter that would be provided to the applicant. He noted that the agenda packet included additional information on proposed development that may be contemplated for the subdivided property and the parent parcel, but that was not under review. Any new development would need to be brought forward under a separate application to be reviewed independently. Following Mr. Vorwald’s introduction, Mr. Courcelle, representing the applicant, provided more detail related to the proposed subdivision. Mr. Courcelle included information on the proposed subdivision in relation to the City’s standards and indicated both properties would meet the minimum lot dimensions. He also indicated that new curb cut would be utilized from East Spring Street for the new lot. Ms. Hayes inquired about the use of the existing access to 165 East Spring Street and if it would be feasible for that access to support both properties. Mr. Brunet noted that he did not want to use this access and indicated a desire to limit impacts on the adjacent property owners for this minimum lot dimensions. He also indicated that new curb cut would be utilized from East Spring Street for the new lot. Ms. Hayes inquired about the use of the existing access to 165 East Spring Street and if it would be feasible for that access to support both properties. Mr. Brunet noted that he did not want to use this access and indicated a desire to limit impacts on the adjacent property owners for this proposal. Additional information regarding the integrity of Normand Court was discussed and it was noted that this access was not suitable for additional vehicle trips. After additional questions and discussion from the Board, Mr. Bacewicz opened the meeting to members of the public. Several adjacent property owners were in attendance and provided comments on the proposed subdivision. Specific concerns raised by the members of the public included issues with traffic on East Spring Street, the condition of Normand Court, additional density in the area, issues related to discrepancies between property surveys, privacy concerns, environmental issues, and similar comments or questions. Mr. Bacewicz offered the applicant and his representative an opportunity to respond to the questions or comments from the public. Following the questions and answers from those present, Mr. Bacewicz asked if there were any other questions or comments. With no additional questions or comments, Mr. Bacewicz thanked the members of the public in attendance. Mr. Vorwald then provided a brief follow-up regarding next steps in the process including the comment letter from the Board on the sketch plan. VI. Amendment to Rules of Procedure Mr. Vorwald provided an overview of the proposed changes to the rules of procedure noting that the changes were more for internal consistency with the document and not introducing or establishing any new rules or procedures. He highlighted the specific changes, including the relevant cross-referenced sections. The Board discussed the changes but indicated that they wanted to wait until the full complement of members was available to discuss the changes. Mr. Vorwald had no objection. VII. Other Business Mr. Vorwald indicated that the City Manager hiring process was still on-going and that the City Council would be conducting candidate interviews during an executive session in September.
