Approve Previous Meeting Minutes Decision: 4 – 0 Motion by: Ms. Hayes Second: Ms. Goodrich Minutes/Notes: Motion to approve the minutes as presented. V. Public Hearing – 340 Main Street Site Plan Review At the beginning of the hearing, Mr. Bacewicz swore in those members of the public intending to provide testimony. Following that, Mr. Vorwald provided an overview of the project and the role of the Development Review Board. He indicated that, since the resulting property would have more than one zoning district, it was required to go through a site plan review before the DRB. He further stated that the project had also been reviewed by the City’s Project Review Committee for compliance with the zoning regulations. Next, Mr. Dagesse and Mr. Marchessault provided an overview of the project including specific information about the site. They provided an overview of the stormwater, the utilities, and information regarding the previous treatment of the parking. They also included information on the landscaping and screening that would be included with the project. The project team also discussed access and noted that there would be an access agreement between this property and the property at 348 Main Street to ensure continued access across the property. Next, the DRB members engaged in a dialog with the applicants; and asked several clarifying questions of Mr. Vorwald. Specific questions and discussion included information on the process for the lot line adjustments, the role of the DRB in this review, and information on the specific screening for adjacent properties. Following this discussion, Mr. Bacewicz asked if  and the property at 348 Main Street to ensure continued access across the property. Next, the DRB members engaged in a dialog with the applicants; and asked several clarifying questions of Mr. Vorwald. Specific questions and discussion included information on the process for the lot line adjustments, the role of the DRB in this review, and information on the specific screening for adjacent properties. Following this discussion, Mr. Bacewicz asked if there were any other questions or comments. With no additional questions or comments, Mr. Bacewicz indicated that the membership would most likely deliberate following the meeting in order to render a decision. With no additional information or input, the public hearing was concluded. VI. Amendment to Rules of Procedure Decision: 4 – 0 Motion by: Ms. Hayes Second: Mr. Guyette Minutes/Notes: Motion to table until full membership is available to discuss changes. VII. City Updates Mr. Vorwald provided an update regarding the City Manager search process and indicated that public presentations would be done at the September 20th City Council meeting. VIII. Other Business Mr. Vorwald noted that the next meeting is scheduled for October 21st. Currently, no projects are under discussion. He also provided the membership with an update to the review of 401 Main Street and stated that the DRB’s decision was being appealed to the Environmental Division of the Superior Court. IX.
