IV. Council Update
l Public Process for ARPA Funds, TIF, wants to reach out to Finance Commission
before process starts
l Candidate Search - didn’t make an offer, expanding the pool working with recruiter
l Being sued by RNC, looking into getting legal counsel
l 3 month search - hiring Interim Manager month to month basis

Minutes/Notes: AA reviewed the changes made from the last meeting. Broadened definitions of
community.

AA: Any fundraising done by employees must be approved by City Council. Implemented
changes from previous meeting. JS wonders if ordinary citizens can donate to scholarship fund.
AA clarifies that commission members/staff cannot officially solicit donations and collect
payment, but can suggest donations without approval. JS wonders if online donations are
possible. AA confirms that they will be soon.

VII. FY23 Budget Goals Discussion/Budget Book Review
AA provided copies of memos going to council Monday. Also last year's budget book. City
council typically recommends % increase, highlights potential programs that need funds, and

others that could be cut. KL: Council focuses on level services, keeping tax increase under
COLA. Wonders if commission concurs. JS: Federal funds coming from recent relief bills? AA:
Those will be handled as one-time funds. Ashley: Significant restrictions on ARPA funds - only
for infrastructure. AA: Focusing on public support and business support. MRF: Keep services
level, lots of other projects: pool, school bond. JS: Concurs, budgets are approved resoundingly.

KL: Think about expanding funding when TIF revenue comes in. AA: Can we simplify the Budget
Book? JS: Have a summary, but also have the Big Budget Book. AA: What can we keep/remove
on the Budget book? Ashley: The breakdown of how dollars are spent for an average taxpayer is
eye-opening. Include more information on each of the breakdowns. Can we summarize the
department summaries? Key points. Discussed other ways to summarize some of the
changes. How to get more people to come to specific meetings.
