I. Call to Order
Members Present: Matt Francis, Ashley Lucht, Moe Matte
City Staff Present: Angela Aldieri, Finance Director, Elaine Wang, City Manager

II. Public Comment
Parker Silver introduced themselves to the commission
III. Approve Previous Meeting Minutes

Have not met in a while so needed to approve. Last meeting was in November but was joint
meeting
IV. City Council Liaison Update
Mayor Lott not present. Councilor Oakleaf gave an update. Good turnout for budget presentation.
Discussed other opportunities for budget presentations. Mayor Lott showed up. Council
discussed Just Cause Eviction Charter Change.
V. Approval: Inclusion & Belonging Commission Rep Role

Every commission needs to decide for themselves whether the Inclusion and Belonging
Commission liaison is going to be a voting or nonvoting member of each commission. The
purpose is to have the Inclusion and Belonging member provide an equity lens to each
commission issues/discussion.
City Manager wanted to remind commissioners that the quorum rule would increase if there’s
another voting member. It has been difficult at times to reach a quorum.
Parker Silver would like to be a voting member. To do otherwise would be hypocritical.
MM asks what the Inclusion and Belonging Commission does. PS responded that the purpose
of the Commission is to make sure that all policies are seen through the lens of equity and
inclusion. The mayor adds that it’s to make sure issues don’t get missed and that marginalized

VI. Approval: Elect Officer – Vice Chair
Postponed until next meeting due to members being absent
VII. Discussion: Community Budget Presentation
Commissioners discussed the budget presentation. Maintaining level services involves dipping
into fund balance. Presentation may be overkill for the average person not plugged in to the
presentation. What should we do for renters? 62-63% of Winooski citizens are renters, but it’s
difficult to estimate if and what impact the tax increase will be. Potentially include a line that says
renters can contact the city clerk to get their property’s assessed value, although that still
wouldn’t give the right info since property values are inflated beyond the assessed value.
Commissioners discussed what slides to take out or if there should be an executive summary
for the average person. The mayor wants to make sure voters know that the TIF is mostly
getting spent.
