Public Comment None III. Approve Previous Meeting Minutes Meeting minutes from 12/28/20, 1/26/21, and 2/22/21 were approved. IV. Council Update As a means of better sharing information between City Council and the policy Commissions, we have added a monthly agenda item for a Council update. Councilor Jim Duncan reported on the following: l Newly elected City Councilor Bryn Oakleaf has been sworn in and participated at the City Council meeting on March 15th. Welcome, Councilor Oakleaf! l Commissioners are all invited to attend the Structural Competence and Cultural Humility Training on Thursday, 3/26 from 5-8:30 PM via Zoom. l City Manager, Jessie Baker, has accepted the position of City Manager for South Burlington. Her last day with Winooski will be 5/15. City Council has developed a search process which will be finalized at the 4/5 Council meeting. Search committee is seeking a Winooski Commission member to participate. Interested Commissioners should reach out to Mayor Lott. l Approved a council schedule for year l Policies and planning discussion for City Council and City Staff to jointly set the annual work plan will recommence this yea l Transportation impact fee recommendations were delivered to City Council. The Council will continue the conversation at a future meeting. l A joint housing and planning meeting is tentatively being planned for July- the Planning Commission is seeking additional data and input (around zoning and housing). V. City Updates Heather Carrington: l CCRPC will be hosting another Convening of the Housing Committees for the County on Monday, 3/29 at 6 PM via Zoom. The event invitation was sent out to Housing Commissioners by CCRPC. l Staff will prepare the quarterly housing stability update to bring to City Council at the 4/19 meeting.  l CCRPC will be hosting another Convening of the Housing Committees for the County on Monday, 3/29 at 6 PM via Zoom. The event invitation was sent out to Housing Commissioners by CCRPC. l Staff will prepare the quarterly housing stability update to bring to City Council at the 4/19 meeting. l City continues to work with CHT on bringing affordable homes to 32 Malletts Bay Avenue. Construction is scheduled to start by July. VI. Family Housing Incentives Housing Commission has previously looked at the impacts of various incentives for housing affordability using the Grounded Solutions Inclusionary Housing Calculator available at: https://inclusionaryhousing.org/calculator/. This tool allows the user to add and remove incentives to see the financial impact to the project feasibility reflected. The incentives include all of the approaches that we are discussing, and serves as an excellent modeling tool for quantifying the financial impact of possible approaches. Staff walked the Housing Commission through several scenarios utilizing this tool to evaluate what the relative financial impact of various approaches could be. The Commission identified reducing parking minimums and creating more effective density bonuses as the highest impact items, and priorities for incentivizing multi-bedroom units. Robert Millar and Jessica Bridge volunteered to present the modeling tool to the Planning Commission at a future meeting. Staff will support them with any guidance or information needed. VII.
