Discussion: Landlord Survey Data l 50% of respondents raised rent F A l Would be good to see the percentage increase of rent (in addition to the amount) l How many of the ~30% from $100-200+ were in a new building opposed to units in single family home- how many were market rate or above AND increased again? l Asked question about STR and received 4 responses l Pull out the Big A affordable R VIII. Discussion: Changes to the Housing Trust Fund Policy Guidelines Working on new MOU with Opportunities to add IRB -Need to work with legal on the city offering a loan -HIP: clarification if it is 0% interest or not: would be helpful to have it (right now it says as determined by MOU) D IX. Approval: Changes to Housing Trust Fund Policy Guidelines Decision: Approve the recent changes to HTF guidelines as amended Motion by: Jack Second: Anna X. Discussion: Replacement Regulations & Inclusionary Zoning l Stemmed out of conversation regarding 300 Main St l Suggested Housing Commission and send to Planning Commission l Replacement regulations: -Getting signals that option 3 is the council preference l Can explore square footage instead of bedroom count l Don’t want a lot of money coming into the trust fund and then there still not being any 3- br units l We are also running out of land l 24 3-br units put into gateway, we lost 13 3-br units l What if you demonstrate that you added a 3-br but it doesn’t have to be on that property (within city limits, though) l Are we looking for market rate or Affordable 3-br units? l Are we solving the problem if the rebuilding isn’t going to rent to a family? l This also depends on the zoning districts as well l Jack: seems like the only thing we can control are the incentives l What if you demonstrate that you added a 3-br but it doesn’t have to be on that property (within city limits, though) l Are we looking for market rate or Affordable 3-br units? l Are we solving the problem if the rebuilding isn’t going to rent to a family? l This also depends on the zoning districts as well l Jack: seems like the only thing we can control are the incentives l Robert: we are cautious about squashing construction, but this is also something that is out of our control l Pursuing option 3 with an incentive l Reason we don’t have impact fees? Didn’t pencil out with transportation, but exploring other categories l Deac: would like to see density in the document (will happen at joint meeting with Planning Commission) - base density with bonus on top of that T l Next meeting will be primarily working on the rest of this document XI.
