I. Call to Order

IV. City Council Updates (Councilor Aurora Hurd)
Councilor Hurd presented the FY 24 Commission Engagement. Theses Priorities
arose from our Priorities & Strategies Council/Leadership Retreat held on May 13, 2023. The
Inclusion & Belonging Commission is invited for consultation and feedback for all of our Priority
Items.
Also, the City has a new Housing Initiative Director, Jazmine Hurley.
V. City Updates (Jenny Willingham)
Jenny Willingham announced the City is working on drafting a Request for Proposal for a
Language Access Plan.
The grievance hearing for property tax appeals is on June 23, 2023 from 8 AM - 12 PM. Even if a
property owner did not receive a notice, they are allowed to grieve the assessed value. Please
email clerk@winooskivt.gov or call 802 655 6410 to set up an appointment.
The 2023-2024 Abstract Grand List was filed on June 7, 2023.
Shalini Suryanarayana (VT Office of Racial Equity) spoke to our Chittenden County Quarterly
Clerks’ Meeting. The presentation was well received. Shalini will be a featured speaker at our
annual VMCTA conference in September.
Thank you to Abdi Mohamed for his service on this Commission. Abdi brought great insight,
energy, and wisdom to the Commission.

VI. Discussion/Approval: Inclusion and Belonging Stipend Procedure

The Stipend Pilot Policy was reviewed by the Commission. There were some minor edits of the
document. The next step is a presentation to City Council on June 20, 2023.
VII. Discussion: New Member Needs - 2 Regular Members, 2 Alternates
Due to a previously committed meeting, the meeting needed to end due to the lack of a quorum.
The next Agenda will feature Items VII and VIII.
VIII. Discussion: Executive Summary of Equity Audit Findings
Due to a previously committed meeting, the meeting needed to end due to the lack of a quorum.
