MINUTES
The Mayor called the meeting to order at 6:01 p.m. Councilor Colston led the Pledge of Allegiance.

Sarne, Communications Coordinator; Heather Carrington, Economic Development Officier; Eric
Vorwald, Planning & Zoning Manager; Phoebe Townsend, Human Resource Manager; Jon Rauscher,
Public Works Director; Ray Coffey, Community Services Director
Others Present:

The Mayor called for a motion to recess the Liquor Control Board Meeting until 6:15 p.m.
MOTION: by Hal Colston and second by Bryn Oakleaf to recess the Liquor Control Meeting
until 6:15 p.m. Voted and passed 4-0.
The Mayor called the Liquor Control Board back in session at 6:15 p.m.
IV. Regular Items
a. Approval: Outside Consumption Permit Renewals – 2021
City Manager Baker explained the process to Council. She explained that the Council has
the authority to approve or to not approve any of these requests. The RVA 84 Weaver
St was discussed at length. There have been concerns and complaints brought forward
from the neighborhood regarding noise levels. There was discussion regarding
restricting operating times for the RVA and possibly asking them to rearrange the design
of the outside space. Staff was asked to investigate what limits could be imposed both
fairly and legally on the RVA. It was suggested to invite the RVA back for a discussion on
the situation. It was decided to table the request from the RVA at this time. There was
no Public Comment.
MOTION: by Councilor Duncan and second by Councilor Oakleaf to approve all of the
Outside Consumption Permit Renewals for 2021 as presented with the exception of the
Regular Veteran’s Assoc. d/b/a RVA – 84 Weaver St. Voted and passed 4-0.
MOTION: by Councilor Colston and second by Councilor Myers to table the approval of
the Regular Veteran’s Assoc. d/b/a RVA – 84 Weaver St. to a future meeting. Voted and
passed 4-0.
b. Approval: Sidewalk Usage Permit Renewals – 2021
Ms. Carrington brought to the Council’s attention that the application should be updated
soon. It is the same application that has been used for years and is due an update for
more clarity. She explains this in her memo to Council.
MOTION: by Coucilor Myers and second by Councilor Duncan to approve the Sidewalk
Usage Permit Renewals for 2021 as presented. Voted and passed 4-0.
c. Approval: Restaurant License - Renewal 2021
MOTION: by Councilor Duncan second by Councilor Myers to approve the Restaurant
License Renewal for 2021 as presented. Voted and passed 4-0.
d. Approval: First Class Liquor License Renewals – 2021
MOTION: by Councilor Colston second by Councilor Myers to approve the First Class
Liquor License Renewals for 2021 as presented. Voted and passed 4-0.
e. Approval: Sidewalk Usage Permit – 2021
MOTION: by Councilor Myers and second by Councilor Colston to approve the new
request for a Sidewalk Usage Permit 2021 as presented. Voted and passed 4-0.
V. Adjourn
MOTION: by Councilor Duncan second by Councilor Oakleaf to adjourn the Liquor
Control Board Meeting at 6:37 p.m. Voted and passed 4-0.
