Members Present: Mayor Kristine Lott Councilors: Hal Colston, James Duncan, Michael Myers and Bryn Oakleaf Officers Present: Jessie Baker, City Manager; Janet Brouard, Sr. Asst City Clerk; Angela Aldieri, Finance Director; Paul Sarne, Communications Coordinator; Heather Carrington, Economic Development Officer; Eric Vorwald, Planning & Zoning Manager; Phoebe Townsend, Human Resources Manager; Jon Rauscher, Public Works Director; Ray Coffey, Community Services Director; John Audy, Fire Chief. Others Present: Town Meeting TV; Eric Covey, Doug Nedde, William Niquette, Jess Lukas, YMCA III. Regular Items a. Approval – Outside Consumption Permit Regular Veterans Association Post #514 – 84 Weaver St. This item was tabled from a previous Liquor Control Meeting. The Mayor said the RVA had submitted a permit application for an Outside Consumption Permit for their property at 84 Weaver Street which was discussed at our last meeting. Their application was tabled so that staff could provide additional information and a representative of the RVA could be present to answer any questions. Mayor Lott said Scott Lemieux of the RVA is here tonight. She asked if there were any questions from Council regarding the memo that staff provided. Council Oakleaf asked if they would have limited operating hours. She also asked if we could issue based on a probationary period. City Manager Baker said to the best of her knowledge we have not done that in the past, or since I have been here, but it can be done. The Mayor asked Mr. Lemieux if they reached out to the concerned citizens. He said they have not but they have taken measures to minimize the noise, such as, they built a fence and enclosed the back dec area. They also talked about moving to the front of the building, to create more of a buffer between the neighbors, since the majority of the complaints have come from the neighbors to the rear of the property. Each Council member voiced their opinion on the decision. MOTION by Councilor Oakleaf seconded by Councilor Myers to approve a Conditional Outside Consumption Permit to the Regular Veterans Association Post #514 running from April 5th through June 30th. Councilor Colston and Council Duncan voted no. The Mayor broke the tie by voting no. Motion failed 2-3. b. Approval: Second Class Liquor and Restaurant License – 2021 – Renewals MOTION by Councilor Oakleaf seconded by Councilor Duncan to approve the Second-Class Liquor and Restaurant License – 2021 – Renewal as presented. Voted and passed 4-0. c. Approval: First Class Liquor Licenses -2021 – Renewals MOTION by Councilor Colston seconded by Councilor Duncan to approve the First-Class Liquor Licenses – 2021 – Renewals as presented. Voted and passed 4-0. d. Approval: Restaurant – 2021 – Renewal MOTION by Councilor Oakleaf seconded by Councilor Colston to approve the Restaurant License - 2021 – Renewal as presented. Voted and passed 4-0. IV. Adjourn MOTION by Councilor Duncan seconded by Councilor Oakleaf to adjourn the Liquor Control Meeting at 6:28 p.m. Voted and passed. 4-0.
