MINUTES
The Mayor called the meeting to order at 6:06 p.m. Deputy Mayor Duncan led the Pledge of Allegiance.

a. Approval: First/Third Class Liquor License- New 2022/ Outside Consumption Permit &
Sidewalk Permit
Side B, LLC d/b/a/ Onion City Chicken & Oyster- 3 E. Allen St. Ste. 2
A new restaurant requesting a Liquor License along with an Outside Consumption Permit & Sidewalk
Permit. Discussion over proposed Sidewalk area use and relocating the Parking Kiosk. One of the
Sidewalk Permits would have a building structure to cover the steps. Discussion from Mr. Rauscher
regarding the proposed cost of relocating the Kiosk. Concerns were raised by staff.
MOTION by Councilor Renner seconded by Councilor Duncan to approve the amended request
without relocating the Kiosk or adding the wooden structure. Voted and passed 4-0.
d. Approval: Sidewalk Permit amended
Morning Light Bakery requested a change in the location of the approved Sidewalk Permit. The
square footage remains the same. Discussion over the light post. City Council requested a 4 ft. area
around the light post would not be utilized.
MOTION by Councilor Oakleaf and seconded by Councilor Hurd to approve the amended sidewalk
area while maintaining a 4 ft. distance from the light post. Voted and passed 4-0
e. Approval: Outside Consumption Permit & Sidewalk Permit
Dos Archivos LLC d/b/a The Archives requested an Outside Consumption Permit for (2) 4 X 10 areas
located on the façade of the restaurant. Discussion arose over the proposed diagram. The Sidewalk
Permit is the same measurements as the Outside Consumption Permit.
MOTION by Councilor Renner seconded by Councilor Oakleaf to approve the Outside Consumption
Area and Sidewalk Permit. Voted and passed 4-0.
f. Approval: Outside Consumption Permit & Sidewalk Permit amended
Our House Bistro submitted a corrected Sidewalk Permit for 250 sq. ft. The Sidewalk area would be
directly in front of 36 Main Street & the sidewalk directly in front of the business’ leased alley space
at 34 Main Street. The Outside Consumption area was amended from 250 square feet to include the
alley way adding another 310 square feet. Concerns were raised by staff.
MOTION by Councilor Duncan seconded by Councilor Hurd to approve the Amended Sidewalk Permit
and Outside Consumption Area. Voted and passed 3-0. Councilor Oakleaf abstained.

MOTION by Councilor Duncan seconded by Councilor Renner to adjourn the meeting at 7:00 p.m.
Voted and passed 4-0
