Call to Order The meeting was called to order at 6 PM Members Present: Mayor Kristine Lott, Councilor Thomas Renner, Councilor Bryn Oakleaf, Councilor Aurora Hurd, Councilor Charles Judge Officers Present: Elaine Wang, City Manager, Paul Sarne, Communications Director, Jon Rauscher, Director of Public Works, Ray Coffey, Community Services Director, Jenny Willingham, City Clerk, Amanda Casper, Assistant City Clerk Others Present: Sam Nelis, Karol Cannon II. Pledge of Allegiance was led by Councilor Thomas Renner III. Regular Items A. Approval – Liquor License, First/Third Class Application: SPECS, LLC – 7 West Canal Street - New B. Approval – Liquor License, Second Class Application: SPECS, LLC – 7 West Canal Street – New C. Approval – Restaurant Application: SPECS LLC – 7 West Canal Street – New (Conditional) Minutes: Jenny Willingham, City Clerk introduced Sam Nelis, the owner of SPECS, LLC to Council for approval of the First, Second, and Third Class Liquor License Application, along with the Restaurant Application. Sam Nelis gave a brief introduction of himself and his business model for SPECS, LLC to Council. Jenny clarified that the approval would be conditional pending inspection. Motion: A motion was made to conditionally approve pending inspection, by Councilor Renner, seconded by Councilor Oakleaf. Voted and passed 5-0 D. Approval – Restaurant Application: Bamyan Kebab House – 65 Winooski Falls Way – Renewal Minutes: Jenny Willingham, City Clerk, presented Council with Banyan Kebab House’s Restaurant Application for Renewal. Motion: A motion was made to approve by Councilor Renner, seconded by Councilor Hurd. Voted and passed 5-0. IV. Adjourn Motion to adjourn by Councilor Oakleaf, seconded by Councilor Judge.
