I. Call to Order
The meeting was called to order at 6:00 PM.
Members Present: Mayor Kristine Lott, Deputy Mayor Thomas Renner, Councilor Bryn Oakleaf and
Councilor Charles Judge
Officers Present: Elaine Wang, City Manager; Ray Coffey, Community Services Director, Paul Sarne,
Communications Director, John Audy, Fire Chief, Jazmine Hurley, Housing Initiative Director, Angela
Aldieri, Finance Director, Jon Rauscher, Public Works Director, Ryan Lambert, City Engineer, Jenny
Willingham, City Clerk and John Fenney, Treasurer
Others Present: Connor Daley, Ali Nagle, Jason Weinstein, Jonah Frangiosa, Terry Zigmund, James
Lacroix, Melissa Corbin (Downtown Winooski), Jen Holliday (CSWD), Sarah Reeves (CSWD), Bob

• Third Class Liquor License - Conditional
C. Approval: Specs - 7 W. Canal Street
• Sidewalk Permit (New)
D. Approval: Tiny Thai Restaurant - 293 Main Street
• Restaurant License - Renewal
E. Approval: Hickok & River, LLC - 60 Hickok Street
• Second Class Liquor License - Renewal
• Tobacco License - Renewal
• Tobacco Substitute Endorsement – Renewal
F. Approval: Vermont Cocktail and Curry - 211 Main Street Ste. 3
• First Class Liquor License – New (Conditional)
• Third Class Liquor License – New (Conditional)
• Restaurant License – New (Conditional)
Minutes: The Liquor and Restaurant Applications were presented by Jenny Willingham. Staff has no
concerns. Tul Niroula from Vermont Curry and Cocktails spoke about his background along with the
new restaurant (previously Fusion Café & Bar).
Motion: Motion by Deputy Mayor Renner seconded by Councilor Oakleaf to approve the applications.
Voted and passed 3-0.
IV. Adjourn
Motion: Motion by Councilor Oakleaf seconded by Councilor Judge to adjourn at 6:05 PM. Voted and
passed 3-0.
