Department and City Updates Jon: Myers pool complete, winterized, ready for Spring opening. Looking to plan programming for next season. On budget. Hickok Street restarted from now until Thanksgiving, next spring start with surface work, sidewalk, curbing, pavement. Able to expand sidewalk coverage due to lower cost. 90% design phase on Main Street project, seeking ROW agreements with affected homeowners. Doing subsurface borings for sewer installation to identify bedrock; third set of borings. Looking to get council approval to move forward with bidding in Spring. Repair work on concrete on Main Street in circulator planned for 2021, to be completed by VTrans, converting some of the approaches from concrete to asphalt, likely very disruptive to traffic and noisy. Need to be aware of impacts to businesses and residents. VTrans is asking if City would prefer night or day work – need to understand full scope of project. V. Tree Committee Updates Laura: Caring for canopy grant, part of grant was for purchase of six street trees, four on Weaver, and two are Ash tree replacements. Laura and Kara identified the locations, tress have been ordered, city responsible for coordinating digsafe and planting. Need to plan some kind of Arbor Day celebration. Trying to figure out what to do in this COVID environment, potential to engage kids, try to have some sort of tree appreciation: get kids to draw their favorite tree in Winooski, win a gift card to local restaurant. Mike: curious if there is a process for removing trees on private property? Jon: only in public right of way, the tree ordinance requires replacement of trees if removed. Corey: zoning permits do require certain landscape requirements for larger developments. City standards could be used to implement different cross sections that include an appropriate green belt for healthy street trees that could be implemented when reconstructing the street. Jon: moving curbs often conflicts with parking, so it is a bit of a Jon: need a tree warden in the city, we should find someone: Kara? Follow up items: DPW to plant trees and document process; Tree Committee to plan an Arbor Day celebration; DPW to recommend a tree warden volunteer position; DPW to plant street trees where possible in road reconstruction projects. VI. Master Plan Check-In Laura: Mayor Lott has asked commissions to review the master plan and evaluate the goals and initiatives to meet this goal. We’re two years into the eight year Municipal Master Plan, we should discuss progress and priorities, we need a summary of the discussion to share with Council. Jon: Identify values to prioritize funding and direct our approach. Group discussion: The commission doesn’t directly do any of this, but we believe many of the projects that Jon manages for the DPW are consistent with these goals. Opportunities: BT on Main Street, East Allen St in future; weatherization efforts through airport noise mitigation The Transportation Master Plan provides more measurable low-, medium- and high-priority projects. Issues: COVID impacts to construction projects, parking revenues Priorities: Sidewalk replacement and construction; bike lanes; pavement maintenance, concern too much focus on gateways; telecom investments / fiberoptic service; Follow up items: Laura to compile answers to the six draft questions and send around to group; group to reply to Laura with any comments; Mike to present final responses to City Council on Monday.
