Public Comment None III. Council Updates Bryn: starting budget process 12/5, intense 2 months leading up to budget approval Kristine: housing commission digging into enforcement re: quality. election turnout 51%. Awarded ARPA to non-profits, considering another round. Planning looking at zoning to evaluate historic preservation, building reuse. IV. Draft FY22 General Fund Capital Plan Review Jason: Any major developments in the downtown? Jon: still working with Nedde team to keep the project moving forward Jon, CIP: 5-year plan that ID’s major assets and replacement work. Only talking about GF CIP, covers PW, police, fire, community, admin, parks. Everything except water, wastewater and parking. FY24 replace 3 vehicles. 1PD, 2 DPW. Annual street resurfacing Challenge is there is more work that needs to be done that isn’t part of the CIP or there are resources for. Lots of streets that need to be repaved prior to them degrading quicker. May need additional funds for the FY24 paving. Need ~$305k to meet needs Bryn: are any DPW vehicles diesel? Jon: no Spent $131k on paving. Can we forward carry underbudget amount forward to cover the $90k needed next year? Yes likely. Jon: Is there something we’re missing? Especially around safety? There was no money being set aside for traffic calming measures. Does the public know about the policy on traffic calming? That they can make recommendations? Holding back on public outreach because we don’t want to get peoples expectations up given there are roads that are in the que. LeClair and Richards Sts received petition to evaluate. Jason: perfect way to use reserves on traffic calming measures. Kristine: any significant change to a street would be included in that street’s road reevaluation. Crosswalk painter will be doing the whole city in the spring. Tigan intersection getting  That they can make recommendations? Bryn: What about connecting with Ray on Park & Rec needs. Reconfigure entrance to include SW. has leftover FY23 funds that might be used for design PD looking at work for transition to regional dispatch $1.9m in reserves. Not all of it earmarked. $550k is restricted to debt repayment for Hickok St. ~$300k for Myers Pool. Moe: what about the utilities under the streets that are getting paved. Jon: There are some streets that are due for resurfacing but need water/sewer line upgrades, so the resurfacing is delayed to coincide with planning for upgrades. Some of the FY24 streets do need SW upgrades but those can be done in-house. Water/wastewater funds are not charging enough to have reserves. CWD and union agreements are eating into recent rate increases Moe: how long does 1.5” of paving last? Jon: 15-20 years 12/15/2022 is the next infrastructure committee meeting. Preference to be in-person Moe: are there non-paving options for some of the streets that are less used? Asphalt has run- off, but there are other materials that don’t allow water to run off, essentially pervious pavement. Jon: explored it for Main St revitalization, but expensive to maintain and isn’t well suited for environment. Not a lot of options in VT for paving options because of access. Exploring options to join up with municipalities in the area to lure contractors to the area. Finance Commission: next meeting 2/14 Muni: other capital updates, parking, OCC workplan.
