Public Comment Mary Hussmann: Shoutout to Halloween event volunteers III. Approve Previous Meeting Minutes Decision: Approved Motion by: Courtney Second: Ray IV. City and Department Updates John Audy: Covid is back on our daily radar. Fire Dept. suspended all in-person training again to “protect home base”. Rick Hebert: Still operating at usual Level 1 with regular precautions in place. Actual PD operations are pretty normal. Has filled one of two open positions. Ray Coffey: Will send out new Parks Plan and is super excited to start moving ahead with parks plans! Halloween event was a big success and we did contact tracing for everyone who came. Folks were respectful and all went smoothly. Kudos to City staff (yay new staff!) for all they did to make it so awesome. Nate Eddy: Winooski Public Library applied for an outdoor wifi access point. We were granted and it was installed last Monday, and the entire O’Brien Community Center parking can login with free wifi. If you see more activity in that parking lot at night, it’s because they’re using our new free wifi! The Library is working on a re-opening plan. V. Introduction of Jenny Hill, Recreational Programs Manager Jenny: Happy to be here and excited to start working once out of quarantine! VI. Review Master Plan Progress to Date - Councilor Amy Lafayette 1. Have past and current initiatives been aligned to the policy goals in the Master Plan? - yes 2. Are current efforts supporting multiple goals? - yes 3. Given that we are only a year into this Master Plan, are there goals we are not currently  1. Given that we are only a year into this Master Plan, are there goals we are not currently moving forward on at all? Are these still priorities for the next seven years? - yes, including #21 and #22. For #7, #8, and #12, what does this municipality need to do to create the conditions for success? We’re in a better position than we’ve ever been, but there’s always more good work to do. 4. Do we feel like we're on track towards meeting these goals over time? Yes, if we keep the same pace while maintaining our progress 5. What priorities should future policy focus on in the next year or two? 5 years out? 16, 18, 19, 6, 6. Do we as a commission have what we need to succeed? Are we able to make policy advisory decisions that keep us on track towards our master plan and community vision? Need more Commissioners and representation from students, BIPOC folks, seniors, and Winooski community members who are impacted by this Commissions decisions. VII.
