Utility Board Meeting March 21, 2022 NOTICE AND CALL OF PUBLIC MEETING Government Body: Winterset Municipal Utilities Date of Meeting: March 21, 2022 Time of Meeting: 8:30 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. Tour of Light Plant Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on March 21, 2022, in accordance with the above Notice & Call of Public Meeting. Chairman Gary Emmert called the meeting to order with the following members of the Board in attendance. PRESENT: Gary Emmert, Wendy Frost, Steve Montross ABSENT: None Others in attendance, Steve Benshoof, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent, Rick Streeter, Ross Hillsman and Tom Leners. Chairman Emmert asked for approval of the agenda. Trustee Montross moved the agenda be approved. Seconded by Trustee Frost. On a voice vote the motion carried. Chairman Emmert stated the minutes from the February 21st meeting had been provided to the board. Trustee Montross moved to approve the minutes. Seconded by Trustee Frost. On a voice vote the motion carried. Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann stated that he has been working with delinquent customers in preparation of the end of the winter moratorium on April 1st. Mr. Wesselmann stated that he has been sorting files and eliminating unnecessary paperwork. Mr. Wesselmann discussed personnel changes that may occur in this year. Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners reported on his monthly activities and discussed possible development opportunities with the board. Chairman Emmert asked Mr. Streeter to address the next agenda item, Watershed discussion. Mr. Streeter stated that he has been contacting owners and operators in the watershed to get EQIP applications signed before the deadline. Mr. Streeter reported that he met with several landowners to review farm operations and practices. Chairman Emmert asked Mr. Wesselmann to address the next agenda item, Water Distribution Study, Ross Hillsman of AECOM. Mr. Wesselmann stated that Mr. Hillsman was present at the meeting to discuss the conclusion of the study. Mr. Hillsman Utility Board Meeting March 21, 2022 summarized the results of the study for the board, and they discussed aspects of the study. The board discussed various weaknesses in the system with Mr. Hillsman. The board asked Mr. Benshoof to prioritize the needs of the water distribution system and present it to the board at a later date. Mr. Benshoof was asked to give the report on the water department. Mr. Benshoof presented the written report to the board and reported that chemical costs have risen 30% in the last 18months. Mr. Benshoof stated that dirt work would be starting soon at the dredge basin. Mr. Benshoof reported that the lead and copper rules will be changing and discussed possible changes with the board. Mr. Benshoof informed the board that he was moving Logan Allen from Range 1 Step 4 to Range 1 Step 5 due to passing his Grade 1 distribution test. Mr. Johnson was asked to give the report on the electric department. Mr. Johnson presented the written report to the board and reported that they assisted in the clean up of debris at Pammel Park and the city park. Mr. Johnson stated that they trimmed various trees around the city. Mr. Johnson reported that they have installed several new house services. Chairman Emmert stated that Trustee Frost had reviewed the claims. Trustee Montross moved to approve the following list of claims. Seconded by Trustee Montross.
