NOTICE AND CALL OF PUBLIC MEETING
Government Body: Winterset Municipal Utilities
Date of Meeting: April 18, 2022
Time of Meeting: 8:30 A.M.
Place of Meeting: Electric Generation Plant, 321 N. 1st St.
PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will
meet at the date, time and place above set out. The tentative agenda for said meeting is as follows:

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on April 18, 2022, in accordance with the above Notice & Call of Public Meeting.
Chairman Gary Emmert called the meeting to order with the following members of the
Board in attendance.
PRESENT: Gary Emmert, Wendy Frost, Steve Montross
ABSENT: None
Others in attendance, Steve Benshoof, Utility Water Superintendent, Chuck
Johnson, Utility Electric Superintendent, and Tom Leners.
Chairman Emmert asked for approval of the agenda. Trustee Montross moved
the agenda be approved. Seconded by Trustee Frost. On a voice vote the motion
carried.
Chairman Emmert stated the minutes from the March 21st meeting had been
provided to the board. Trustee Frost moved to approve the minutes. Seconded by
Trustee Montross. On a voice vote the motion carried.
Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann
stated that he has been working a lot with customers after the winter moratorium expired.
Mr. Wesselmann stated that he was getting things in order for the anticipated 2021 audit.
Mr. Wesselmann reported that he has been going through his files and purging
unnecessary files.
Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners
reported on his monthly activities and discussed possible development opportunities with
the board.
Chairman Emmert stated that Mr. Streeter was unable to attend the meeting,
concerning the Watershed. Mr. Wesselmann stated that he has had no communication
with Mr. Streeter.
Chairman Emmert asked Mr. Wesselmann to address the next agenda item, U.S.
Cellular pole contract approval. Mr. Wesselmann stated that the contract for the use of
poles by U.S. Cellular was ready for approval after being reviewed by the city attorney.
Trustee Montross moved to approve the signing of the U.S. Cellular pole contract.
Seconded by Trustee Frost. On a voice vote the motion carried.
Utility Board Meeting
April 18, 2022
Mr. Benshoof was asked to give the report on the water department. Mr.
Benshoof presented the written report to the board and reported that they graded the
lake road and opened the gates for the season. Mr. Benshoof stated that they repaired a
main break on south 4th Avenue. Mr. Benshoof reported that he has completed the 2021
Consumer Confidence Report and published it. Mr. Benshoof stated that the annual
water system leak detection has been completed with no leaks found.
Mr. Johnson was asked to give the report on the electric department. Mr.
Johnson presented the written report to the board and reported that they installed a new
3 phase service to NAPA. Mr. Johnson stated that they have been working on the IUB
inspection checklist. Mr. Johnson reported that they were preparing the plant for the new
generators. Mr. Johnson reported that he moved Curtis Barber to Range 3 Step 3 due to
a satisfactory annual evaluation.
Chairman Emmert stated that he had reviewed the claims. Trustee Emmert
moved to approve the following list of claims. Seconded by Trustee Montross. Roll
call vote:
