Utility Board Meeting June 20, 2022 NOTICE AND CALL OF PUBLIC MEETING Government Body: Winterset Municipal Utilities Date of Meeting: June 20, 2022 Time of Meeting: 8:30 A.M. Place of Meeting: Electric Generation Plant, 321 N. 1st St. PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will meet at the date, time and place above set out. The tentative agenda for said meeting is as follows: AGENDA: 1. Call to order, roll call 2. Approval of agenda 3. Minutes of meetings 4. General Manager Report 5. Tom Leners, MCDG 6. Claims Added items for discussion… The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met on June 20, 2022, in accordance with the above Notice & Call of Public Meeting. Chairman Gary Emmert called the meeting to order with the following members of the Board in attendance. PRESENT: Gary Emmert, Wendy Frost, Steve Montross ABSENT: None Others in attendance, Steve Benshoof, Utility Water Superintendent, Chuck Johnson, Utility Electric Superintendent, Rick Streeter, and Tom Leners. Chairman Emmert asked for approval of the agenda. Trustee Frost moved the agenda be approved. Seconded by Trustee Montross. On a voice vote the motion carried. Chairman Emmert stated the minutes from the May 16th meeting had been provided to the board. Trustee Frost moved to approve the minutes. Seconded by Trustee Montross. On a voice vote the motion carried. Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann stated that he was finishing a few things for the audit and has reviewed the draft audit report. Mr. Wesselmann reported that he has completed the evaluations for the superintendents. Mr. Wesselmann stated that he continues to work with Steve Benshoof, preparing for his transition to the job. Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners reported on his monthly activities and discussed possible development opportunities with the board. Chairman Emmert asked Mr. Streeter to address the next agenda item, Watershed discussion. Mr. Streeter discussed working on no-till and cover crops. Mr. Streeter reported that there would be articles in the paper covering those subjects. Mr. Streeter stated that the recent rain event caused some failure of terraces in the watershed. Chairman Emmert asked Mr. Wesselmann to address the next agenda item, Wage discussion and approval of Resolution #6202022. Mr. Wesselmann stated that he provided the board with the wage worksheet. The board discussed the information Utility Board Meeting June 20, 2022 provided and expressed that Mr. Wesselmann, the superintendents and their assistants will receive 2.75%. Trustee Frost introduced the following resolution and moved its adoption, seconded by Board Member Montross. The Chairman put the question upon the adoption of said resolution, and the roll being called, the following Board Members voted: Ayes: Emmert, Frost & Montross Nays: None Whereupon, the Chairman declared the resolution duly adopted, as hereinafter set out. RESOLUTION NO. 6202022 RESOLUTION SETTING SALARY RATES FOR SUPERVISORS BE IT RESOLVED by the Board of Trustees of the Winterset Municipal Utilities that salary rates are hereby established for the following listed Supervisors, effective July 1, 2022. NAME BI-WEEKLY SALARY Steve Benshoof, Water Supt. $3,680.12 bi-weekly (2.75%) Chuck Johnson, Electric Supt. $3,909.65 bi-weekly (2.75%) Stephen Wesselmann, General Manager $4,165.62 bi-weekly (2.75%) Mike Ham, Asst. Water Supt. $3,310.35 bi-weekly (2.75%) Jay Gibson, Asst. Electric Supt. $3,553.19 bi-weekly (2.75%) Passed and approved this 20th day of June 2022. Mr. Benshoof presented the written report to the board and reported that they have been continuing to identify service line types. Mr. Benshoof stated that the large rain event disrupted the raft and docks at the lake. Mr. Benshoof reported the dirt work at the dredge basin is on pause until fall. Mr. Benshoof stated that the AGS is repaired and will be painted soon. Mr. Johnson was asked to give the report on the electric department. Mr. Johnson presented the written report to the board and reported that the new generators have been set in place. Mr. Johnson stated that they installed primary line north of John Deere. Mr. Johnson reported that they are planning on a August 15th start up of the new generators. Mr. Johnson discussed the possibility of rolling blackouts, for the city, with the board. Chairman Emmert stated that Trustee Montross had reviewed the claims. Trustee Montross moved to approve the following list of claims. Seconded by Trustee Frost.
