NOTICE AND CALL OF PUBLIC MEETING
Government Body: Winterset Municipal Utilities
Date of Meeting: August 15, 2022
Time of Meeting: 8:00 A.M.
Place of Meeting: Electric Generation Plant, 321 N. 1st St.
PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will
meet at the date, time and place above set out. The tentative agenda for said meeting is as follows:

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on August 15, 2022, in accordance with the above Notice & Call of Public Meeting.
Chairman Gary Emmert called the meeting to order with the following members of the
Board in attendance.
PRESENT: Gary Emmert, Wendy Frost, Steve Montross
ABSENT: None
Others in attendance, Mike Ham, Asst. Utility Water Superintendent, Jay Gibson,
Asst. Utility Electric Superintendent, Rick Streeter, and Tom Leners.
Chairman Emmert asked for approval of the agenda. Trustee Frost moved the
agenda be approved. Seconded by Trustee Montross. On a voice vote the motion
carried.
Chairman Emmert stated the minutes from the July 18th meeting had been
provided to the board. Trustee Frost moved to approve the minutes. Seconded by
Trustee Montross. On a voice vote the motion carried.
Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann
stated that he has been working with the city administrator on the Finance Officer
position. Mr. Wesselmann stated that he was looking into participating with an online bill
pay company. Mr. Wesselmann reported that he continued to work with Mr. Benshoof in
city hall.
Chairman Emmert asked Mr. Leners to give his report on the MCDG. Mr. Leners
reported on his monthly activities and discussed possible development opportunities with
the board. Mr. Leners discussed internet coverage in Winterset, with board and staff.
Chairman Emmert asked Mr. Streeter to address the next agenda item,
Watershed discussion. Mr. Streeter indicated he was working with a landowner on
terrace repairs and indicated that the board may hear from them. Mr. Streeter reported
that he attended the county fair and met with several watershed owners.
Chairman Emmert asked Mr. Wesselmann to address the next agenda item,
Farabee Pay request #3. Mr. Wesselmann stated that he had received a pay request
from Farabee Mechanical for the amount of $309,537.41. Mr. Wesselmann reported that

the engineer had certified it for payment. Trustee Montross moved to approve the
payment of $309,537.41 to Farabee Mechanical. The motion seconded by Trustee
Frost. On a voice vote the motion carried.
Chairman Emmert asked Mr. Wesselmann to address the next agenda item,
2021 Audit report. Mr. Wesselmann reviewed the audit report with board and discussed
the findings. Mr. Wesselmann discussed the recommendations in the audit report with
the board.
Mr. Ham was asked to give the report on the water department. Mr. Ham
presented the written report to the board and reported that they had the antenna raised
on Tower #2 to improve communication with the water plant. Mr. Ham stated that they
have been working on the service line inventory. Mr. Ham reported that they had a new
valve installed at the AGS tank. Mr. Ham stated that the lake was about 8” down from
full. Mr. Ham informed the board that he was moving Logan Allen from Range 1 Step 5
to Range 2 Step 4 due to a satisfactory evaluation.
Mr. Gibson was asked to give the report on the electric department. Mr. Gibson
presented the written report to the board and reported that the contractors were finishing
up with the new generators and anticipated a startup on August 29th. Mr. Gibson stated
that they helped prep the fairgrounds electric for the county fair. Mr. Gibson reported
that they prepped the intersection of 10th St. and Hwy. 92 for contractors boring under
the highway.
Chairman Emmert stated that Trustee Frost had reviewed the claims. Trustee
Frost moved to approve the following list of claims. Seconded by Trustee Montross.
